Strengthening Incheon’s Global Competitiveness 인천의 글로벌 경쟁력을 강화하다 

Incheon has begun the process of designating the southern end of Ganghwado Island as a Free Economic Zone. A public review was held from June 9 to 23 to collect opinions on the development plan. The third advisory meeting of the Ministry of Trade, Industry, and Energy was held on June 16 to gather final expert opinions. The plan is currently being supplemented, and a new application for the “Southern Ganghwa Free Economic Zone” will be submitted in the second half of this year.

인천이 강화도 남단을 경제자유구역으로 지정하는 절차를 본격적으로 착수했다. 지난 6월 9일부터 23일까지 개발계획안에 대한 주민 공람을 실시해 의견을 수렴하고, 16일에는 제3차 산업통상자원부 자문회의를 열어 전문가 의견을 최종 청취했다. 현재는 계획안을 보완하고 있으며, 올해 하반기 중으로 ‘강화남단 경제자유구역 신규 신청서’를 제출할 예정이다. 

The idea of including the southern end of Ganghwado Island, along with many areas of Incheon, in the IFEZ stems from its geographical location, which makes it possible to connect with existing IFEZs such as Songdo, Yeongjong, and Cheongna, as an airport economic zone adjacent to Incheon International Airport. Additionally, the area has considerable tourism potential due to its rich cultural heritage and natural environment. Incheon aims to develop this area into a future city based on cuttingedge industries and artificial intelligence, while also fostering a K-Culture City and eco-friendly residential community that blends history, culture, and nature.

인천의 여러 지역 중 강화남단을 인천경제자유구역으로 추가 지정하고자 한 것은 지리적 위치가 인천국제공항과 인접한 공항경제권으로 기존의 인천경제자유구역인 송도·영종·청라와 연계가 가능하기 때문이다. 또한 문화유산과 자연환경 등 풍부한 관광 경쟁력을 지니고 있다. 이에 인천시는 이 일대를 첨단산업과 인공지능을 기반으로 한 미래도시로 개발하는 동시에 역사·문화·자연이 어우러진 K-문화도시이자 친환경 정주형 도시로 조성하고자 한다. 

The designation of the southern end of Ganghwado Island as part of IFEZ will be carried out in phases. Phase 1 plans to establish an AI-based intelligent transportation and logistics system by 2035, and to foster a historical and cultural tourism district, a K-culture cluster, and eco-friendly wellness residential complexes on approximately 6.32㎢ in Hwado-myeon and Gilsang-myeon. When Phase 1 is completed, the project will be expanded to Phase 2 to develop green bio and smart agriculture mainly. When the southern end of Ganghwa is designated as part of the Incheon Free Economic Zone through Incheon’s efforts, it is expected to rejuvenate the local economy, create jobs, and strengthen Incheon’s global competitiveness.

강화남단의 인천경제자유구역의 지정은 단계별로 추진된다. 1단계는 화도면과 길상면 일대 약 6.32㎢를 대상으로 2035년까지 인공지능 기반의 지능형 교통·물류 체계를 확립하고 역사문화 관광지구, K-컬쳐 클러스터, 친환경 웰니스 주거단지 등을 육성할 계획이다. 이후 1단계 개발이 완료되면 2단계로 구역을 확장해 그린바이오와 스마트농업 분야를 중점적으로 구축하는 것을 목표로 하고 있다. 

인천시의 노력으로 강화남단이 인천경제자유구역으로 지정되면 지역 경제 활성화와 일자리 창출은 물론, 인천의 글로벌 경쟁력이 강화될 것으로 기대하고 있다. 

* What is a Free Economic Zone? * 경제자유구역이란?

It is a special economic zone established to actively attract foreign investment by improving the business and living conditions of foreign-invested companies and securing maximum economic autonomy and investment incentives by easing various regulations. Starting from Incheon in 2003, free economic zones have been established and operated in nine cities and provinces across the nation.

외국인투자기업의 경영환경과 생활여건을 개선하고, 각종 규제완화를 통한 기업의 경제활동 자율성과 투자유인을 최대한 보장하여 외국인 투자를 적극적으로 유치하기 위한 특별경제구역을 의미한다. 2003년 인천을 시작으로 전국 9개 시·도에 조성·운영되고 있다.

         - Approximately 6.32㎢ (approximately 1.9 million pyeong) including Gilsang-myeon, Hwado-myeon, and Yangdomyeon in Ganghwa-gun, Incheon.

        - Establish a wide area transportation network, including a road connecting Yeongjong-Ganghwa (4 lanes), and develop a high-tech agricultural district, a historical and cultural tourism district, and a global theme park.

     - When it is designated as a Ganghwa Free Economic Zone, construction of infrastructure is expected to begin in early 2028, following the commissioning of the execution plan establishment service and obtaining approval for the execution plan.

Efforts to Develop into a City in Which You Want to Live 살고 싶은 도시로 만들고자 노력하다

Gangwha-gun and Ongjin-gun, which are located in island areas and border zones, are restricted for development under various regulations, and it isn’t easy to create added value as their industrial base is centered on agriculture or fisheries. Additionally, they are designated as population-declining areas due to high aging index and degree of underdevelopment, making the situation worse than non-capital areas. Under these circumstances, Incheon proposes to designate these two areas as ‘Opportunity Development Zones’ and develop the green bio industry in the southern end of Ganghwa-gun, as well as the resort and tourism industries in Sido Island of Ongjin-gun.

도서지역이자 접경지역인 강화군과 옹진군은 각종 규제로 제약받고 있으며, 산업 기반도 농업이나 수산업이 중심인 탓에 부가가치 창출이 낮다. 또한 고령화지수와 낙후도가 높은 편으로 인구감소지역으로 지정되는 등 비수도권보다 더 열악한 상황이다. 이에 인천시는 두 지역을 ‘기회발전특구’로 지정하고 강화군 남단에는 그린바이오 산업을, 옹진군 시도 일대에는 휴양·관광 산업을 육성하고자 제안할 계획이다. 

Standards must be established to implement the proposal. According to the current Special Act on Local Autonomy and Decentralization, as well as Balanced Regional Development, border areas or populationdeclining areas, even within metropolitan areas, can apply for opportunity special zone designation based on criteria established by the Presidential Committee for Decentralization and Balanced Development. However, due to the absence of specific guidelines from the Committee, Ganghwa-gun and Ongjin-gun, which are underdeveloped border areas, are having difficulties  even applying for special zone designation. Incheon has submitted two proposals this year, continuously requesting the establishment of criteria for designating Ganghwa-gun and Ongjin-gun as Opportunity Development Zones.

이를 위해서는 기준이 마련되어 한다. 현행 「지방자치분권 및 지역균형발전에 관한 특별법」에 따르면, 수도권 지역이라 하더라도 접경지역이나 인구감소지역은 지방시대위원회가 정한 기준에 따라 기회발전특구 신청이 가능하다. 그러나 지방시대위원회의 구체적인 가이드라인이 마련되지 않아, 낙후된 접경지역인 강화군과 옹진군은 특구 지정 신청조차 어려운 실정이다. 인천시는 올해 두 차례 건의문을 제출하며 강화·옹진군을 기회발전특구로 지정하기 위한 기준 마련을 지속적으로 요구하고 있다. 

* What is Opportunity Development Zone? * 기회발전특구란?

A system that eases restrictions applied to non-capital areas, population-decreasing areas, border areas, etc., to attract companies into the areas and supports the areas to grow based on the unique resources of the areas.

비수도권, 인구감소지역, 접경지역 등에 규제를 완화해 기업 유치를 유도하고 지역의 고유자원을 기반으로 성장할 수 있도록 지원하는 특별구역이다. 

[Overview of Ganghwa Ongjin Opportunity Development Zone Designation Promotion] [강화·옹진 기회발전특구 지정 추진개요]

Target area 대상지역

        - Southern End of Ganghwa-gun: 1,560,000㎡ 

        - 강화군 남단 : 156만㎡ 

        - Sido Island of Ongjin-gun: 140,000㎡

        - 웅진군 시도 일대 : 14만㎡ 

Main purpose 주요 목적

        - Expand the poor infrastructure of border and populationdecreasing areas and address development restrictions and economic stagnation issues.

        - 접경·인구감소 지역의 열악한 인프라를 확충하고 개발 규제 및 경제침체 문제를 해결하지고 한다. 

Benefits of Designation 지정 혜택

      - Tax exemption, special regulations, support for expanding living infrastructure, including living and transportation, to improve settlement conditions, support for creating industrial complexes and for R&D, creation of a corporate settlement environment, etc.

        - 세제 감면, 규제특례, 정주 여건 개선을 위한 주거·교통 등 생활 인프라 확충 지원, 산업단지 조성 및 연구개발(R&D) 지원, 기업 정착 환경 조성
