The bio industry is no longer just seen as a future-oriented growth sector. After the COVID-19 pandemic, biopharmaceuticals, including vaccines, antibodies, and gene therapies, have been recognized as a crucial industry for national security. Developing specialized talent to lead this sector has become a common challenge worldwide.

바이오 사업은 이제 더 이상 미래지향적 신성장동력이라는 수사로만 설명되지 않는다. 코로나19 팬데믹 이후 백신, 향체, 유전자 치료제를 포함한 바이오의약품은 국가 안보 수준의 핵심 산업으로 재정의 되었고, 이를 이끌어갈 전문 인재의 양성은 지구 공동의 과제로 부상하고 있다. 

At this pivotal moment, Incheon is becoming a “central city for nurturing global bio talent.” As global bio companies such as Samsung Biologics, Celltrion, SK Bioscience, and Lotte Biologics establish their bases mainly in Songdo, Incheon has become the heart of the CDMO (Contract Development and Manufacturing Organization) industry. However, the key element that determines the sustainability of these industries is not facilities or capital but people—specialized talent with both technical expertise and ethical integrity. The future of the bio industry is built not in factories but in the realm of education. At the core of education, Incheon is now cultivating leaders for the world.

이러한 시대적 전환점에서 인천은 ‘글로벌 바이오 인재 양성의 중심 도시’로 도약하고 있다. 송도를 중심으로 삼성바이오로직스, 셀트리온, SK바이오사이언스, 롯데바이오로직스 등 세계적인 바이오 기업들이 집결하면서 인천은 CDMO(위탁개발생산) 산업의 심장으로 자리 잡았다. 하지만 이들 산업의 지속 가능성을 결정짓는 진정한 핵심은 설비나 자본이 아닌 사람, 즉 기술과 윤리를 겸비한 전문 인재다. 바이오 산업의 미래는 공장에서가 아닌 교육 현장에서 완성된다. 그 교육의 심장에서 인천은 지금, 세계를 위한 사람을 키우고 있다. 

A TURNING POINT IN NURTURING GLOBAL TALENT: INCHEON’S BIO-EDUCATION PROGRAM

글로벌 인재 양성의 전환점, 인천 바이오 교육 프로그램

The Global Training Hub for Biomanufacturing (GTH-B) is an international public education program launched in collaboration with the World Health Organization (WHO) and the Ministry of Health and Welfare (MOHW). The GTH-B Support Foundation oversees the overall management of the program, which is based primarily at Yonsei University’s International Campus in Songdo, Incheon, and aims to enhance biomanufacturing capacity in low- and middle-income countries (LMICs).

글로벌 바이오 인력 양성 교육 허브(Global Training Hub for Biomanufacturing; GTH-B)은 세계보건기구(WHO)와 보건복지부(MOHW)의 협력으로 시작된 국제 공공교육 프로그램이다. 인천 송도에 위치한 연세대 국제캠퍼스를 중심으로, (재)글로벌바이오인력양성 허브지원재단이 전반적인 운영을 맡고 있으며, 특히 저소득 및 중간소득 국가(LMIC)의 바이오 제조 역량 강화를 주요 목표로 한다. 

Incheon is providing an annual support of KRW 9 billion from 2024 to 2028, aligning with international efforts to eliminate vaccine inequalities, an emerging issue following the COVID-19 pandemic, and to strengthen global infectious disease response capabilities.

이에 따라 인천시는 2024년부터 2028년까지 총 90억 원을 연차별로 지원하며 코로나19 팬데믹 이후 대두된 백신 불평등 해소와 전 세계 감염병 대응 역량 강화를 위한 국제적 노력에 발맞추고 있다. 

K-NIBRT, STARTING POINT OF KOREAN-STYLE GLOBAL CDMO TRAINING

K-NIBRT- 한국형 글로벌 CDMO 교육의 출발점

K-NIBRT (Korean National Institute for Bioprocessing Research and Training) is a Koreabased bioprocess talent training platform located within Yonsei University in Songdo, Incheon. This program, inspired by Ireland’s NIBRT, offers handson, integrated training that focuses on the entire CDMO process, including culture, refinement, finished products, quality control, and GMP (Good Manufacturing Practice), providing a comprehensive approach that goes beyond mere theoretical learning.

K-NIBRT(Korean National Institute for Bioprocessing Research and Training)는 2020년 인천 송도 연세대학교 내 조성된 한국형 바이오공정 인재양성 플랫폼이다. 아일랜드 NIBRT를 모델로 삼아 구축된 이 프로그램은 단순한 이론 교육에 머무르지 않고, 배양, 정제, 완제, 품질관리, GMP(Good Manufacturing Practice; 의약품 제조 및 품질관리 기준) 등 CDMO 전 과정에 특화된 실습 중심의 통합 교육을 제공하는 것이 특징이다. 

In particular, the practical training space, fully equipped with systems that simulate real bioprocesses, is designed to help trainees vividly learn the processes essential at the ‘forefront of industry.’ This strength has allowed K-NIBRT to offer practical training opportunities for domestic biotechnology students and current employees, as well as for vaccine manufacturers in low- and middle-income countries (LMICs) to develop practical capabilities.

특히 실제 바이오 공정을 모사한 장비와 시스템을 완비한 실습 공간은 교육생들이 ‘산업의 최전선’에서 요구되는 공정과 프로세스를 생생하게 체득할 수 있도록 설계되었다. 이러한 강점은 K-NIBRT를 국내 바이오 전공자, 재직자뿐만 아니라 중‧저소득국(LMICs) 백신 제조 종사자들에게도 실무 기반 역량을 체득할 수 있는 교육 기회로 확장시켰다. 

As a result, K-NIBRT has become an Asia-focused specialized training institute for developing global CDMO talent. Beyond simply sharing knowledge, this training program enables international trainees to acquire practical skills that can be applied at manufacturing sites in their home countries. This results in meaningful outcomes that support vaccine self-sufficiency and industrial independence.

그 결과,  K-NIBRT는 글로벌 CDMO 인재를 양성하는 아시아 중심의 전문 교육기관으로 자리매김하고 있다. 이 교육 시스템은 단순한 지식 전달을 넘어, 해외 교육생들이 자국의 제조 현장에 실제로 적용할 수 있는 실질적 역량을 갖추도록 돕는다. 이는 나아가 백신 자급화와 산업 자립을 가능케 하는 중요한 성과로 이어지고 있다. 

INCHEON, THE HEART OF GLOBAL PUBLIC HEALTH, WORKING WITH IVI   

IVI와 함께하는 세계 공공보건의 심장, 인천

Partnering with the International Vaccine Institute (IVI) is a critical foundation for Incheon’s rise as a global center for talent development.

Through collaboration with the Ministry of Health and Welfare (MOHW) and the WHO, IVI invites experts from countries with healthcare vulnerabilities in Asia, Africa, and Latin America to Korea for a comprehensive training program that covers the entire course, including vaccine production processes, quality control, and regulatory responses.

국제백신연구소(IVI)와의 협력은 인천이 세계적 인재 육성 도시로 도약하는 데 결정적인 기반이 되고 있다. 

IVI는 보건복지부(MOHW) 및 WHO와의 협력을 기반으로 아시아‧아프리카‧중남미 등 보건 취약국 전문가들을 한국으로 초청해 백신 생산공정, 품질관리, 규제 대응 등을 전 과정을 아우르는 종합 교육 프로그램을 운영 중이다.  

This training is part of a global bio-healthcare partnership aimed at reducing disparities in vaccine access, going beyond mere technology transfer. This year, 159 experts from 40 countries took part in the 2025 Introductory Course for Biologics Development and Manufacturing. Those who complete the course receive a certificate jointly issued by the Ministry of Health and Welfare (MOHW), the Incheon Metropolitan City Economic Authority, the Global Training Hub for Biomanufacturing Support Foundation, and IVI, which is officially recognized in the global bio industry.

이 교육은 단순한 기술 이전을 넘어, 백신 접근성의 불균형 해소를 위한 글로벌 바이오‧헬스케어 파트너십의 일환으로 추진되고 있으며, 올해에는 총 40개국 159명의 전문가들이 2025년 백신‧바이오 의약품 생산공정 기본 교육(Introductory Course for Biologics Development and Manufacturing)에 참여했다. 교육 수료자들은 보건복지부(MOHW), 인천시 경제청, (재)글로벌바이오인력양성 허브지원재단, IVI의 공동 명의로 발급되는 수료증을 받게 되며, 이를 통해 글로벌 바이오 산업에서 공식적으로 인정 받는 역량을 확보하게 된다. 

Most importantly, leading global biotech companies, including Thermo Fisher Scientific Korea, Cytiva, Merck, Amicogen, and Sartorius, actively participated in this training program, helping trainees observe and experience the latest production processes firsthand. Additionally, it plays a key role in building a global network that will expand international cooperation and support the overseas growth of domestic biotech companies through ongoing networking with experts from various countries.

무엇보다 이번 교육 과정에서는 써모피셔 사이언티픽 코리아, 싸이티바, 머크, 아미코젠, 싸토리우스 등 세계 유수의 바이오 기업이 적극 참여하여, 교육생들이 최신 생산 공정을 직접 견학하고 체험할 수 있도록 지원했다. 또한 다양한 국가에서 온 전문가들과의 지속적인 네트워킹을 통해, 향후 국제 협력 확대 및 국내 바이오관련 기업의 해외 진출을 촉진하는 글로벌 연결망 구축에도 의미있는 역할을 하고 있다.

K-NIBRT and IVI education programs are more than just training. This clearly shows that Incheon is evolving from a technology-focused city into a people-centered city, exemplifying the philosophy of the ‘city that connects the world through education’ and how it shapes the future.

K-NIBRT와 IVI 교육 프로그램은 단순한 훈련을 넘어선다. 이것은 인천이 기술 중심 도시에서 사람 중심 도시로 성장하고 있다는 명확한 증거이며, ‘교육을 통해 세계를 연결하는 도시’가 어떤 철학과 미래를 설계할 수 있는 지를 보여주는 대표적인 사례다.

Today, Incheon is evolving into a city that upholds global ethics and prioritizes public concerns, with a focus on education and technology transfer that extends beyond merely emphasizing bioproduction. This reflects the city’s philosophy, which extends beyond simple industrial strategies and represents a genuine commitment to the human community.

오늘날 인천은 바이오 생산의 중심을 넘어, 교육의 중심, 기술 이전의 중심, 나아가 글로벌 윤리와 공공성을 실현하는 도시로 변모하고 있다. 이는 단순한 산업 전략을 넘는 도시의 철학이자 인류 공동체에 대한 진지한 약속이다.

Incheon’s journey of nurturing talented individuals for the biotech industry is a crucial effort in preparing for the future of the world’s biotech industry, not just a city project.

‘사람을 키우는 도시’는 결국 세계를 이끄는 도시가 된다. 

인천이 바이오 인재를 양성하는 이 여정은, 단지 한 도시의 프로젝트가 아닌 세계 바이오 산업의 미래를 준비하는 가장 중요한 실천이다.
