Ganghwa-gun has formally requested that Incheon, the Ministry of Oceans and Fisheries, the Ministry of National Defense, and the Coast Guard ease restrictions on fishing boat entry and exit times in the Ganghwa coastal waters to “two hours before sunrise to two hours after sunset.”
The county explained that the proposal is aimed at ensuring fairness in fishing hours for border-area fishermen and addressing declining catches that threaten their livelihoods.
A county official stated, “Fishing restrictions are not simply a matter of control but are directly tied to the survival of fishermen. Blocking even the minimum opportunity to fish constitutes a violation of basic rights.”
