Honorary Consul Ko Min-seok operates at the intersection of nations, systems, people, and cities, practicing a form of diplomacy rooted in connection. Based in Incheon, a key gateway city, he navigates law, culture, and industry to foster links between Korea and Romania.

국가와 국가, 제도와 사람 그리고 도시와 세계 사이에서 고민석 명예영사는 ‘연결’이라는 가장 현실적인 외교를 수행하고 있다. 인천이라는 관문 도시를 기반으로, 그는 법률과 문화, 산업을 가로지르며 한국과 루마니아를 잇는 다리를 만들어가고 있다.

Civil Diplomacy Rooted in a Gateway City

관문도시 인천에서 시작된 민간 외교

Incheon has historically been a city of connectivity. Accessible by sea and air, it has expanded through the embrace of diverse peoples and cultures. Honorary Consul Ko Min-seok embodies this spirit, functioning at the crossroads of nations, legal systems, and communities as both a legal expert and a civil diplomat.

An honorary consul enhances official diplomacy by promoting economic, cultural, and people-to-people exchanges locally. Appointed in 2023 with the approval of the Ministry of Foreign Affairs, Ko has served as the Honorary Consul of Romania in Incheon, fostering practical connections between the two nations. His efforts are particularly significant in this gateway city, where exchanges occur on the frontline.

His appointment is the result of extensive international legal experience. By handling government litigation and providing corporate advisory services related to foreign nationals and overseas Koreans, he developed both expertise and credibility. His position as legal advisor to the Romanian Embassy further reinforced bilateral relations, paving the way for his appointment.

For him, the title represents responsibility rather than mere recognition. As his efforts go beyond personal achievement, fostering mutual understanding and creating opportunities for exchange have become integral to his daily diplomatic endeavors.

인천은 언제나 연결의 도시였다. 바다를 통해 세계와 맞닿고, 공항을 통해 사람과 문화를 받아들이며 스스로를 확장해 온 도시다. 이러한 도시의 본질과 맞닿은 인물이 있다. 법조인이자 민간 외교관으로 활동하고 있는 고민석 주한 루마니아 명예영사다.

명예영사는 국가 간 공식 외교를 보완하는 민간 외교 주체로서, 경제‧문화‧인적 교류를 현장에서 실질적으로 연결하는 역할을 수행한다. 그는 2023년 외교부 인가를 통해 인천 주재 루마니아 명예영사로 임명된 이후, 법률 전문성과 국제 경험을 바탕으로 양국을 잇는 가교 역할을 수정해 오고 있다. 특히 인천국제공항과 항만을 보유한 관문도시 인천에서의 활동은 인적‧물적 교류의 최전선에서 외교적 기능을 구현한다는 점에서 더욱 의미가 크다. 

그의 명예영사 임명은 오랜 시간 축적된 국제 법률 경험에서 비롯되었다. 외국인‧재외동포 관련 국가 송무와 기업 자문을 수행하며 쌓은 실무 경험, 그리고 외국 공관과의 협력 속에서 형성된 신뢰는 자연스럽게 국제 관계로 확장되었다. 특히 루마니아 대사관 법률자문관으로서의 활동은 양국 간 인연을 공고히 하는 계기가 되었고, 이는 명예영사 임명으로 이어졌다. 

그에게 명예영사라는 직함은 단순한 명예가 아니라 책임의 무게에 가깝다. 개인의 전문성이 국가 간 관계로 확장되는 순간, 그는 더 이상 개인의 이름으로 일하지 않는다. 양국의 이해를 조율하고 교류의 가능성을 설계하는 ‘현장의 외교’가 그의 일상이 된다.

Three Pillars Connecting Culture, Law, and Industry

문화‧법률‧산업을 잇는 세 개의 축

His global perspective was influenced by his awareness of the rights of foreign residents. His experiences with discrimination as an international student, along with his work at the refugee support center The Refugee Pnan, shaped this outlook.

He further demonstrated his principles by publishing LAW-EATER, developing the “Life In Korea” app, and providing pro bono legal services—advancing protection and coexistence through law. This philosophy continues to guide his role as honorary consul, highlighting the importance of people in diplomacy. 

그의 국제 감각은 외국인 인권에 대한 문제의식에서 출발했다. 유학생 시절 경험한 차별과 폭력은 타국에서 살아가는 외국인의 현실을 체감하게 했고, 이후 국제난민인권센터 ‘피난처’에서의 인턴 활동을 통해 이는 더욱 구체화되었다. 외국인을 위한 생활법률 잡지 <LAW-EATER> 발간과 ‘Life In Korea’앱 개발, 무료 법률 지원 활동 등을 통해 법을 통한 보호와 공존의 가치도 실천해왔다. 이러한 경험은 명예영사로서의 활동에도 그대로 이어지며, 외교의 본질을 ‘사람 중심’으로 확장시키고 있다. 

His work unfolds across three pillars. The first is cultural exchange. In 2024, a Romanian art exhibition in Songdo and a traditional music performance in Seoul established initial cultural connections, broadening awareness of Romania.

고민석 명예영사의 활동은 세 가지 축으로 전개된다. 첫째는 문화 교류다. 2024년 인천 송도에서 개최된 루마니아 미술 전시와 서울수림문화재단에서 열린 전통 음악 공연은 양국 간 첫 문화 접점을 형성하며 루마니아에 대한 이해와 관심을 확장하는 계기가 되었다. 이는 국가 이미지를 감각적으로 전달하는 중요한 외교적 성과로 이어졌다. 

The second is consular support. As a lawyer, he helps Romanian nationals in Korea with visa issues, accidents, and trade disputes—issues that affect their daily lives.

둘째는 영사 조력이다. 그는 변호사로서의 전문성을 바탕으로 국내 체류 루마니아 국민의 비자 문제, 교통사고, 무역 분쟁 등 다양한 법률문제에 대해 직접 조력을 제공하고 있다. 외국인에게 법은 단순한 제도를 넘어 체류와 생존을 좌우하는 조건이 되기도 한다. 

The third is economic cooperation. As collaboration in defense, nuclear energy, and infrastructure expands, he promotes business ties and works to develop tangible opportunities for bilateral exchange.

셋째는 경제 협력이다. 최근 한국과 루마니아는 방산, 원자력, 인프라 등 전략 산업 분야에서 협력을 확대하며 대규모 프로젝트가 이어가고 있다. 그는 국제 포럼과 비즈니스 네트워크를 통해 기업 간 연결을 지원하고, 양국 협력의 실질적인 접점을 만들어가고 있다.

Incheon and Romania, Shared Futures of Gateway Cities

인천과 루마니아, 닮은 도시의 미래

Romania is perceived as more than just an Eastern European nation. With a population of approximately 20 million, abundant natural resources, and significant growth prospects, it is regarded as a key strategic hub within Europe. Recently, Korea and Romania have strengthened their cooperation in defense, nuclear energy, and infrastructure, moving from trade relations to long-term industrial partnerships. Romania remains an attractive market for Korean businesses.

그가 바라보는 루마니아는 단순한 동유럽 국가가 아니다. 약 2,000만 명의 인구와 풍부한 자원, 높은 성장 잠재력을 바탕으로 유럽 내 전략적 거점으로 평가된다. 최근 양국은 방산과 원전, 인프라 분야에서 협력을 확대하며 기술 이전과 산업 생태계 구축 단계로까지 관계를 확장하고 있다. 이는 단순한 교역을 넘어 장기적인 협력 구조로 발전하고 있으며 루마니아는 한국 기업에게 여전히 기회가 열려 있는 시장으로 주목받고 있다. 

Incheon and Romania both serve as gateways, with Incheon connecting Northeast Asia and Romania linking Europe and Asia. Both regions are rapidly developing, fueled by young talent and growth opportunities. Songdo International City, a model of a smart and ecofriendly city, is the place he is most eager to introduce to Romania.

인천과 루마니아는 ‘관문’이라는 공통된 정체성을 공유한다. 인천이 동북아의 관문 도시라면, 루마니아는 유럽과 아시아를 연결하는 전략적 요충지다. 또한 두 지역 모두 젊은 인적 자원과 성장 잠재력을 기반으로 빠르게 변화하고 있다는 점에서 유사성을 지닌다. 특히 송도국제도시는 스마트시티와 친환경 도시가 결합된 미래형 도시 모델로, 그가 루마니아에 가장 먼저 소개하고 싶은 인천의 상징적 공간이다. 

His ultimate goal is to establish a direct flight route between the two countries—more than an infrastructure project, a symbol of deeper exchange.

For him, diplomacy is a tangible practice. It involves bridging gaps between individuals and transforming differences into mutual understanding. In Incheon, Ko persists in crossing unseen divides, cultivating not only connections but also new opportunities for relationships.

그의 궁극적인 목표는 한국과 루마니아를 잇는 직항 노선 개설이다. 이는 단순한 교통 인프라를 넘어 양국 교류가 새로운 단계로 진입했음을 상징하는 지표가 될 것이다. 

그가 말하는 외교는 거창한 이념이 아니다. 사람과 사람 사이의 거리를 좁히고, 서로 다른 세계를 이해로 이어주는 과정이다. 인천이라는 도시 위에서, 고민석 명예영사는 오늘도 보이지 않은 경계를 하나씩 지워나가고 있다. 그의 역할은 단순한 연결을 넘어 새로운 관계의 가능성을 설계하는 일에 가깝다. 

Between nations, between cities, and the world, he practices a form of diplomacy that is both grounded and sustainable at every point of connection.

국가와 국가 사이, 도시와 세계 사이.
