Future of Songdo, Namdong, and Yeongjong, Connected by National Specialized Complexes for Advanced Strategic Industries in the Bio Sector

The world is shaping the future around industries where life and technology meet. 

At the heart of this progress, Incheon has chosen to position itself as a new ‘heart’ of Korea’s bio industry. 

With the designation of Songdo, Namdong, and Yeongjong districts as National Specialized Complexes for Advanced Strategic Industries in the Bio Field in June 2024, Incheon is redefining its urban identity beyond just an industrial landscape. 

The connection among these three areas is more than just the linking of administrative districts; it marks the start of an Incheon-style future industry ecosystem where industry and logistics, research and education, and people and living are seamlessly integrated.

세계는 지금, 생명과 기술이 만나는 산업을 중심으로 미래를 설계하고 있다. 

인천은 그 중심에서 대한민국 바이오산업의 새로운 ‘심장’을 자처한다. 

2024년 6월 송도‧남동‧영종 3대 권역이 국가첨단전략산업 바이오 특화단지로 지정되면서, 인천은 산업의 지형을 넘어 도시 정체성을 다시 쓰고 있다. 

이 세 축의 연결은 단순한 행정구역의 묶음이 아니다. 산업과 물류, 연구와 교육, 사람과 삶이 유기적으로 연결되는 인천형 미래산업 생태계의 시작이다. 

Incheon is crafting a new narrative for the city and establishing a global brand centered on the keyword ‘bio.’ With the selection of Songdo International City, Namdong National Industrial Complex, and Yeongjong International City as bio-specialized complexes in 2024, Incheon is advancing to become a global biotech hub, surpassing its status as Korea’s leading center for the biotech industry. A city is a platform where people, technology, and industry converge and thrive. By strategically linking these three districts, Incheon is transforming its industry and even how the city is managed.

이제 인천은 ‘바이오’라는 키워드를 통해 새로운 도시 스토리와 글로벌 브랜드를 구축하고 있다. 2024년 송도국제도시, 남동국가산업단지, 영종국제도시가 바이오 특화단지로 지정되며, 인천은 한국 바이오 산업의 중추를 넘어 글로벌 생명과학 허브로 도약하고 있다. 도시는 사람과 기술, 산업이 만나 진화하는 플랫폼이다. 인천은 이 세 권역을 전략적으로 연계해 산업은 물론 도시의 운영 방식까지 혁신해 나가고 있다. 

This specialized complex designation is characterized by its three-axis structure, unlike a single district. Songdo acts as the hub for global CDMO (Contract Development and Manufacturing), while Namdong Industrial Complex serves as the base for raw and subsidiary bio materials. Yeongjong functions as the advanced logistics and export hub. Together, they form a full-cycle ecosystem where Songdo produces pharmaceuticals, Namdong provides raw and subsidiary bio materials, and Yeongjong exports them worldwide. This integrates R&D, production, and logistics within a single city cluster, a rare case globally. It presents a high-level model that strategically combines industrial and city planning beyond simple geographic proximity.

이번 특화단지 지정은 단일 지역 지역이 아닌 삼각축 구조로 이뤄진 것이 특징이다. 송도는 글로벌 CDMO(위탁개발생산) 중심지, 남동산단은 바이오 원부자재 생산 거점, 영종은 물류와 수출의 전진기지로 기능하며, 송도에서 의약품이 생산되고, 남동산단은 주요 바이오 원부자재가 조달되며, 영종을 통해 전 세계로 수출되는 전 주기 생태계를 갖췄다. 이는 도시 단일 클러스터 안에서 연구개발(R&D)‧생산‧물류가 모두 통합된 세계적으로도 보기 드문 사례다. 단순한 지리적 인접성을 넘어 산업 전략과 도시 전략이 유기적으로 결합된 고차원적 모델이다. 

Songdo has already established itself as a global Contract Development and Manufacturing Organization (CDMO) hub. Samsung Biologics has grown into the world’s largest biopharmaceutical manufacturer, with a total production capacity of 780,000 liters. Celltrion has secured an infrastructure capacity of 250,000 liters across three plants and is leading the US and European markets by achieving global competitiveness in the biosimilar sector. SK Bioscience is constructing a 30,413㎡ global R&PD center in Songdo with an investment of KRW 325.7 billion. Lotte Biologics is investing KRW 4.6 trillion to build a biocampus with a capacity of 360,000 liters (comprised of three 120,000-liter plants), which began in July 2024, with plans to operate Plant 1 by 2027 fully. Additionally, Songdo is located near research and educational institutions such as Incheon National University, Yonsei University, and Inha University, forming a biotech city ecosystem that integrates industry, R&D, and talent development. This solidifies Songdo’s role as more than just a production base, positioning it as the heart of the sector where global biotech innovation intersects.

송도는 이미 글로벌 CDMO(Contract Development and Manufacturing; 위탁개발생산)의 중심지로 자리매김 했다. 삼성바이오로직스는 총 78만ℓ 이상의 생산능력을 보유하며 세계 최대 규모의 바이오의약품 생산기업으로 성장했다. 셀트리온은 1~3공장을 통해 총 25만ℓ 규모의 인프라를 확보하고 있으며, 바이오시밀러 분야에서 글로벌 경쟁력을 확보해 미국과 유럽 시장을 선도하고 있다. SK바이오사이언스는 3,257억 원을 투자해 3만413㎡ 규모의 글로벌 R&PD센터를 송도에 건설 중이다. 롯데바이오로직스는 2024년 7월 착공을 시작으로 총 4조6,000억 원을 투입해 36만ℓ(12만ℓ×3공장) 규모의 바이오 캠퍼스를 조성하고 있으며 2027년부터 제1공장을 본격 가동할 계획이다. 또 송도에는 인천대, 연세대, 인하대 등 연구‧교욱 기관이 인접해 있어 ‘산업-R&D(연구)-인재양성’ 가 집약된 바이오 도시 생태계가 조성되어 있다. 이는 단순한 생산기지 그 이상, 글로벌 바이오 혁신이 교차하는 ‘심장부’로서 송도의 위상을 재확인 시켜준다. 

The competitiveness of the bio industry comes from technological strengths in materials, components, and equipment. Currently, Korea’s bioproduction system relies heavily on imports for most raw materials, subsidiary materials, and equipment, highlighting  structural challenges such as rising costs, supply chain instability, and risks of technology leaks. In response, the Namdong National Industrial Complex is advancing a structural transformation toward a materials, components, and equipment industry focused on vaccines, antibodies, and gene therapies, which are essential for bio-pharmaceutical production. It is developing a comprehensive support system from R&D to prototypes and commercialization by implementing smart factories, establishing eco-friendly energy systems, and fostering collaboration among industry, academia, research institutes, and hospitals. This initiative is becoming a key foundation for increasing industrial independence through localization and adding value to bio-materials.

바이오산업의 경쟁력은 원재료와 소재, 즉 소부장(소재‧부품‧장비)에 기술력에서 시작된다. 

현재 국내 바이오 생산체계는 원부자재와 장비 대부분을 수입에 의존하고 있어 원가 상승, 공급망 불안, 기술 유출 위험이라는 구조적 한계가 존재한다. 이에 남동국가산업단지는 바이오의약품 생산에 필요한 백신, 항체, 유전자 치료제관련 소부장 산업으로의 구조 전환을 본격 추진하고 있다. 스마트공장 도입, 친환경 에너지 시스템 구축, 산학연병 협업 등을 통해 연구개발부터 시제품, 상용화에 이르기까지 전주기 지원체계를 구축하고 있으며 이는 바이오 소재의 국산화와 고부가가치화를 통해 산업 자립도를 높이는 핵심 기반이 되고 있다. 

Yeongjong International City aims to become the gateway to the global biomedical industry, leveraging its strategic location with direct access to Incheon International Airport. Currently, Incheon has developed advanced logistical infrastructure based on a cold chain for refrigerated and frozen products, establishing a system to distribute biopharmaceutical products— which are very difficult to handle— to the world quickly and safely. Furthermore, Yeongjong will be developed into a global network hub, where joint research with leading international companies, global partnerships, and next-generation biotech innovation converge—beyond simply being a logistical hub—through the creation of a new complex. It is organically connected to the bio industry corridor in the capital region via the establishment of a new high-tech industrial complex. It will serve as a strategic business hub, attracting prestigious companies and research institutes from around the world. By enhancing cold chain logistics capabilities through global cooperation and a research ecosystem, Yeongjong will transform into the ‘global hub for advanced industries of Korea,’ where science, industry, and the world intersect.  

영종국제도시는 인천국제공항과 직결된 입지적 강점을 바탕으로 글로벌 바이오의약산업의 관문으로 도약하고 있다. 현재 인천은 냉장‧냉동 콜드체인 기반의 첨단 물류 인프라를 구축해 고난도의 바이오의약품을 전 세계로 빠르고 안전하게 유통할 수 있는 체계를 마련하고 있다.

또한 영종은 신규단지 조성을 통해 단순한 물류 거점을 넘어, 글로벌 선도기업과의 공동연구, 국제파트너십, 차세대 바이오 혁신이 융합되는 글로벌 네트워크의 중심지로 조성될 계획이다. 신규 첨단산업단 조성을 통해 수도권 바이오 산업벨트와 유기적으로 연결되며, 세계 유수의 기업과 연구기관을 유치하는 전략적 비즈니스 허브로 도약하고 있다. 콜드체인 기반의 물류 역량 위에 글로벌 협력과 연구 생태계를 더한 영종은 과학과 산업, 세계가 교차하는 ‘대한민국 첨단산업의 글로벌 연결 중심지’로 거듭날 것이다.   

In July 2024, Incheon officially launched the ‘Incheon Bio National Advanced Strategic Industry Specialized Complex Promotion Group’ to establish a comprehensive organization aimed at enhancing its leadership capabilities. The group serves as a dedicated control center, focusing on planning, coordination, and execution across five key areas: corporate support, infrastructure development, removal of restrictions, human resources development, and R&D revitalization. Notably, Incheon created a super-regional cooperation system by forming the ‘Incheon-Gyeonggi Siheung Bio Specialized Complex Promotion Group’ with Siheung City in Gyeonggi Province.

2024년 7월 인천시는 ‘인천 바이오 국가첨단전략산업 특화단지 추진단’을 공식 출범하며 실행력을 높이기 위한 본격적인 조직 체계를 갖췄다. 추진단은 기업지원, 인프라 조성, 규제 해소, 인력 양성, R&D 활성화 등 5대 분야를 중심으로 기획‧조정‧실행 기능을 수행하는 전담 컨트롤타워로 운영되고 있다. 특히 인천시는 경기도 시흥시와 함께 ‘인천-경기 시흥 바이오 특화단지 추진단’을 공동 구성해 초광역 협력 체계를 구축했다. 

At the second regular meeting held at Siheung City Hall on July 9, 2025, the group discussed joint operation strategies and implementation tasks, such as the comprehensive support plan linked to the five specialized complexes. The meeting also emphasized the importance of strengthening cooperation across industries, systems, and infrastructures. This demonstrates that the group is solidifying the foundation for Incheon and Gyeonggi to become the ‘Global Mega Bio Cluster’ beyond just administrative collaboration.

2025년 7월9일 시흥시청에서 열린 제2차 정기회의에서는 5개 특화단지 연계형 종합지원계획과 같은 공동 운영 전략과 실행 과제를 논의하며, 산업, 제도, 인프라 전반에 걸친 협력 강화에 박차를 가하고 있다. 이는 단순한 행정 연계를 넘어, 인천과 경기가 공동 전략 하에 ‘글로벌 메가 바이오 클러스터’로 확정되는 기틀을 다지고 있음을 보여 준다. 

The bio industry is designated as a nationally advanced strategic industry, supported comprehensively at the national level.

It has been supported by land supply, deregulation, tax incentives, simplified approval processes, and securing R&D budgets. Incheon has set specific goals for this initiative, including ensuring a production capacity of 2,145,000 liters by attracting approximately KRW 20,537.3 billion in private investment by 2032, and training over 120,000 professional workers. Today, a city’s competitiveness is judged not just by infrastructure but also by the originality of its industries and global connections. By establishing an urban bio-system where three axes— Songdo, Namdong, and Yeongjong—operate organically, Incheon is evolving into a ‘Bio City’ focused on technology and people, beyond being just a single industrial city.

바이오산업은 국가첨단전략산업으로 지정되며 정부 차원의 전방위적 지원이 이어지고 있다. 

부지공급, 규제 완화, 세제지원, 인허가 간소화, R&D 예산 확보 등 뒷받침되고 있으며 인천시는 2032년까지 총 20조 5,373억 원 규모의 민간 투자 유치를 통해 214.5만ℓ 생산 역량 확보와 12만 명 이상의 전문인력 양성이라는 구체적인 목표를 내걸고 있다. 이제 도시의 경쟁력은 단순한 인프라는 넘어, 산업의 독창성과 글로벌 연계성으로 평가받는다. 인천의 송도-남동-영종의 세 축이 유기적으로 작동하는 도시형 바이오 시스템을 완성해 가며, 단일 산업 도시를 넘어 기술과 사람 중심의 ‘생명도시’로 진화하고 있다. 

The biotech industry is essentially a technology-focused on human life and health. Placing this industry at the core of the city’s strategy shows that Incheon is evolving into a people-centered city. This specialized complex, connecting Songdo, Namdong, and Yeongjong, is a long-term part of Incheon’s plan to build a city where young people work, researchers settle, and the world watches — instead of just promoting strategies to develop industries. Now, Incheon is becoming a city that creates industries and transforms citizens’ lives, beyond simply attracting industries. Incheon is no longer an option when discussing the future of ‘K-BIO.’ This city continues to shape its future quietly but steadily.

바이오산업은 본질적으로 인간의 생명과 건강을 다루는 기술이다. 이 산업이 도시 전략의 핵심에 놓인다는 것은, 인천이 사람 중심의 도시로 진화하고 있음을 의미한다. 송도‧남동‧영종을 잇는 이 특화단지는 단순한 산업 육성 전략이 아닌 청년이 일하고, 연구자가 정착하며, 세계가 주목하는 도시를 만들어가는 인천의 장기 전략이다. 이제 인천은 산업을 유치하는 도시를 넘어, 산업을 창조하고 시민의 삶을 변화시키는 도시로 나아가고 있다. ‘K-BIO’의 미래를 말할 때, 인천은 더 이상 선택지가 아니다. 이 도시는 오늘도 조용히, 그러나 단단하게 그 미래를 설계하고 있다.
