The redevelopment project for Incheon Inner Port Piers 1 and 8, started in 2007 through a citizen’s petition, faced many delays due to various obstacles. However, Incheon overcame these challenges and worked with relevant organizations to make steady progress. Consequently, the 2025 redevelopment plan for Piers 1 and 8 was approved, and full implementation has begun. Here is a preview of the Incheon Inner Port Piers 1 and 8, which are soon to be revitalized. 

2007년 한 시민의 청원으로 시작된 인천내항 1·8부두 재개발 사업. 그러나 수많은 난관으로 가로막혀 오랜 시간 답보 상태에 머물렀다. 그럼에도 인천시는 각종 문제를 해소하고 관계 기관과 협업해 목표를 향해 천천히 나아갔다. 그 결과 2025년 인천내항 1·8부두 재개발사업 계획이 확정돼 본격적인 추진 단계에 들어선다. 곧 새롭게 탄생할 인천내항 1·8부두의 모습을 소개한다.

인천의 해양문화 도시공간을 꿈꾸다

In 1974, Incheon Inner Port became a key center of industrialization after constructing East Asia’s largest lock gate. It was initially a vital gateway for the nation’s economic growth. Over time, however, the rise of other ports like the New Port and North Port led to a decrease in cargo volumes. Nearby residents complained about noise and dust pollution, repeatedly demanding redevelopment. To address these issues, Incheon is moving forward with the ‘Incheon Inner Port Piers 1 and 8 Redevelopment Project’ to introduce new functions to the port and stimulate revitalization of both the port and its surrounding areas.

인천내항은 1974년 동양 최대 규모의 갑문이 중공되며 산업화의 중심지로 떠올랐다. 당시 국가 경제 성장의 관문 역할을 수행했지만, 시간이 흐르며 신항과 북항 등 다른 항만이 조성되자 물동량이 감소했다. 여기에 내항 인근 주민들이 소음과 분진 피해를 호소하며, 재개발의 필요성이 꾸준히 제기되어 왔다. 이에 인천시는 인천내항에 새로운 기능을 부여하고, 내항뿐만 아니라 인근 지역까지 활기를 불어넣기위해 ‘인천내항 1·8부두 재개발 프로젝트’를 추진하고 있다.

The project intends to convert Incheon Inner Port Piers 1 and 8 into a maritime cultural hub and boost the downtown area by linking them with the nearby commercial district. It represents Korea’s first instance of a local government leading port development efforts. To realize this, a partnership was created between the Incheon Metropolitan Government, the Incheon Port Authority, and the Incheon Urban Development Corporation. After conducting a feasibility study and an investment review, a public hearing was held in June 2025 to solicit opinions from the public and experts, culminating in the final project plan in October.

이 프로젝트의 목적은 인천내항 1·8부두를 해양문화공간으로 조성하고 주변 배후 상권과 연계해 원도심을 활성화하는 것이다. 특히 전국 최초로 지방자치단체가 항만 개발을 주도하는 사례로, 이를 위해 인천시, 인천항만공사, 인천도시공사가 컨소시엄을 구성했다. 이후 타당성 조사 및 중앙투자 심사 등을 거쳐, 2025년 6월 시민과 전문가의 의견을 수렴하는 공청회가 열렸고, 10월에는 최종 사업 계획이 수립되었다.

Half of the site will be designated for public infrastructure, including parks and roads. The other half will host cultural spaces, residential-commercial facilities, tourist attractions, and parking lots. The cultural facility will serve as a historical and cultural area where modern and contemporary features blend, inspired by the port’s history. Additionally, a waterfront promenade, community areas, and cultural hubs will be developed around the site. Existing port cranes and railroad tracks will be preserved as heritage elements and integrated into the design as themed features. The residential-commercial complex will include apartments, offices, and neighborhood amenities, forming a comprehensive living area.전체 부지의 절반은 공원, 도로 등 공공 인프라로 조성되며, 나머지 부지는 문화복합시설, 주상복합시설, 관광시설 및 주차장 용지로 활용될 예정이다. 특히 문화복합시설은 개항의 역사를 바탕으로 근대와 현대가 공존하는 역사문화 공간으로 꾸며진다. 또한 주변에는 수변 산책로, 주민 커뮤니티 공간, 역사·문화 거점 등이 조성되고, 기존 항만 크레인과 철길 등은 역사 유산으로 일부 보존되어 테마 요소로 활용될 계획이다. 주상복합시설에는 공동주택, 업무시설 및 근린생활시설을 포함되어 정주 기능을 갖춘 공간으로 조성된다.

인천내항 1·8부두 일부 엿보기

Incheon announced its plan to return the Incheon sea, once hidden behind barbed wire and concrete, to its residents. As an initial step, it opened sections of Incheon Inner Port Piers 1 and 8 to the public. Let’s explore the spaces created there.

철책과 콘크리트에 가려졌던 인천바다를 시민들에게 다시 돌려주겠다고 선언한 인천. 그 시작으로 인천내항 1·8부두 일부를 먼저 개방했다. 그곳에 마련된 공간을 소개한다. 

• ① Sangsang Platform
• ① 상상플랫폼

Sangsang Platform is a versatile cultural space created by transforming an abandoned grain warehouse that measures 270 meters long and 45 meters wide, built in 1978. It blends cultural, artistic, tourism, and convenience functions, with its spacious interior being immediately noticeable. 

상상플랫폼은 1978년에 건립된 길이 270m, 폭 45m의 폐 곡물창고를 리모델링하여 만든 복합문화공간이다. 문화·예술, 관광, 편의 기능이 모두 어우러진 공간으로, 내부로 들어서면 탁 트인 구조가 눈에 띈다.

One side of the first floor features open, terraced seating, while the ‘Wave Hall’ serves as the main area for exhibitions, performances, and other events. The second and third floors are occupied by the ‘AI Convergence Education Center,’ operated by the Incheon Metropolitan Office of Education. The fourth floor hosts ‘Storage Incheon,’ a bakery café with beautiful ocean views. Outside, the 1883 Port Plaza provides a range of activities such as walks and outdoor festivals. 

특히 1층 한쪽에는 개방형 계단식 좌석이 있고, 중앙에는 전시와 공연 등 각종 행사가 펼쳐지는 ‘웨이브홀’이 자리한다. 2층과 3층에는 인천광역시교육청에서 운영하는 ‘AI융합교육센터’가 있으며, 4층은 탁 트인 바다 전망이 매력적인 베이커리 카페 ‘스토리지 인천’이 위치한다. 야외에는 1883개항광장이 조성되어 산책과 야외 페스티벌 등 다채로운 활동을 즐길 수 있다.

The vibrant container building in front of the Sangsang Platform immediately draws attention. It is the Incheon Inner Port Open Promotion Center, created to inform the public about the redevelopment of Piers 1 and 8 at Incheon Inner Port. This three-story structure, made from repurposed containers, was intentionally designed to blend with the sea and port environment. The first level highlights the history and evolution of Incheon Inner Port, emphasizing its growth alongside lock gates. The second level houses an exhibition and promotional area dedicated to port redevelopment initiatives. The third level offers a photo zone and lounge, providing visitors with a space to relax and enjoy.

상상플랫폼 앞에 잇는 알록달록한 컨테이너 건물이 눈길을 끈다. 이곳은 인천내항 1·8부두의 재개발 과정을 시민들에게 공유하기 위해 조성된 인천 내항 열린 홍보관이다. 지상 3층 규모의 이 건물은 폐건테이너를 활용해 바다와 항만이 조화를 이루도록 설계됐다.  1층에는 갑문 개발을 통해 발전한 인천내항의 과거와 현재의 모습이 담겨져 있다. 2층에는 내항 재개발을 주제로 한 전시 홍보공간이 마련돼 있다. 3층은 포토존과 휴게실이 있어 방문객에게 휴식과 즐거움을 제공한다.
