Culture and Art in Incheon Style

Culture and art in Incheon are undergoing significant transformation, including the establishment of cultural facilities as well as the integration and inclusion of major cultural facilities. Based on Incheon's distinct identity, all courses advance to the next level. We visited Lee Haeng-sook, Deputy Mayor of Cultural Welfare and Political Affairs for the Incheon Metropolitan Government, and learned about Incheon's culture and arts strategies to create a new asset termed 'culture and arts' as a global international metropolis in the future.

Q1. The first anniversary of your term is approaching. Could you tell us about your opinions and accomplishments as the city's first female deputy mayor?

Q1. 시 최초 여성 부시장으로 곧 취임 1년을 앞둔 소회와 성과를 말씀해주신다면.

A1. As the deputy mayor of cultural welfare and political affairs in Incheon, I am delighted to be able to direct transformation in our city. I have spent the last year focusing on crafting policies for culture and arts, adolescents, women, and young people, which is the mission that has been assigned to me. Citizens' happiness was given top importance because it is an area that directly influences their quality of life. Our efforts are yielding concrete effects. During my inauguration, I declared, 'I will work without rest, exert effort without rest, and communicate without rest.' We will do all in our ability to hasten the change that citizens can perceive, and we will keep our pledge to citizens until the end.

A1. 인천시의 문화복지정무부시장으로서 현장을 직접 뛰며 우리 시의 변화를 이끌어올 수 있어서 행복하다. 지난 1년 동안 저에게 맡겨진 임무인 문화·예술, 청소년, 여성, 청년에 대한 정책을 수립하는 데 전념했다. 시민들의 삶의 질에 직접 영향을 미치는 분야인 만큼 시민 행복을 최우선으로 임했다. 이에 가시적인 성과가 나타나고 있다. 취임 당시 ‘쉼 없이 뛰고, 쉼 없이 노력하고, 쉼 없이 소통하겠다’고 말씀드렸다. 시민들이 체감하는 변화를 앞당기기 위해 전력을 다하고, 시민과의 약속을 끝까지 완수하겠다.

Q2. So far, what has been the most rewarding in the domain of culture and arts?

Q2. 그간 문화예술 분야에서 가장 보람 있는 일은 무엇이었는가

A2. I'd like to bring out that Incheon was finally chosen as the venue for the '43rd Korean Theater Festival in 2025', a public project by the Arts Council Korea under the Ministry of Culture, Sports, and Tourism, after a hard struggle with Busan (14 Incheon: 12 Busan). The 'Korea Theater Festival,' which has been running since 1983, is a national performing arts festival that is celebrating its 41st anniversary this year. Large and small events will be held across Incheon over 20 days from June to July 2025, with the Incheon Culture and Arts Center serving as the focal point. It is projected to stimulate domestic demand by attracting more than 60,000 people. It will be a fantastic opportunity for Incheon citizens to appreciate diverse cultures by branding Incheon as a city of culture and arts through collaboration with various international events such as the invitation of the Office of Overseas Koreans and the invitation of the APEC Summit in 2025. (scheduled).

A2. 문화체육관광부 산하 한국문화예술위원회 공모사업인 ‘2025년 제43회 대한민국연극제’ 개최지 선정에서 부산과의 치열한 경합(14인천:12부산) 끝에 인천이 최종 개최지로 결정된 것을 꼽고 싶다. ‘대한민국연극제’는 1983년부터 올해 41회를 맞이하는 전국 규모의 대표 공연예술제다. 오는 2025년 6~7월 중 20일간 인천문화예술회관을 주축으로 인천 전역에서 크고 작은 행사가 열릴 예정이다. 6만 명 이상 관람 등 내수활성화에도 기여할 것으로 기대한다. 재외동포청 유치, 2025 APEC 정상회의 유치(예정) 등 다양한 국제행사와 협업을 통해 문화예술 도시, 인천 이미지를 브랜딩하고 인천시민에게 다양한 문화 향유의 좋은 기회가 될 것이다.

Q3. What are the key culture and art objectives and ambitions of Incheon's eighth popularly elected government?

Q3. 민선8기 인천시의 주요 문화예술 정책과 목표는?

A3. First and foremost, we are preparing to establish a foundation (corporation) and combine the operation of Incheon's worldwide cultural institutions, including the Incheon Culture & Arts Center, Songdo TRIBOWL, Arts Center Incheon, and Phase 2 of the Arts Center. We are also organizing a festival that embodies Incheon, a large-scale festival fit for an international metropolis like Incheon. It will be a global festival where people from all over the world will gather for a month to experience diverse genres in Incheon, which boasts a world-class airport, sea, city, and tradition. Another source of concern is the difficulties in developing new talent. We gathered wisdom from artists and devised a support strategy. To begin, we intend to activate educational initiatives that can identify talented individuals, such as one in which regular folks can acquire art education through our local network.

A3. 우선, 인천의 글로벌 문화시설인 문화예술회관, 송도 트라이보울, 아트센터인천 및 아트센터 2단계 사업의 재단(법인)화 및 통합운영을 준비하고 있다. 그리고 인천을 대표하는 축제를 구상하고 있다. 국제도시, 인천에 걸맞는 대형 축제를 그리고 있다. 세계적인 공항과 바다, 도시, 전통이 어우러진 인천에서 전 세계인이 한 달 동안 어우러져 다채로운 장르를 즐길 수 있는 세계인들의 축제가 될 것이다.또 하나의 고민은 신규인재 육성에 어려움을 겪고 있다는 것이다. 예술인들과 지혜를 모아 지원책을 마련했다. 우선 우리 지역의 네트워크를 통해서 일반 시민들도 예술 교육을 받는 등 인재를 발굴할 수 있는 교육 프로그램을 활성화할 계획이다.

Q4. What changes might citizens and cultural artists expect this year?

Q4. 올해 시민과 문화예술인들이 체감할 수 있는 변화는 무엇이 있는가.

A4. We will promptly push the aforementioned culture and arts policies, resulting in visible changes for people and cultural artists. At festival scenes such as the upcoming 'Citizen's Day event,' we intend to provide an opportunity to experience a diversity of culture and arts befitting the dignity of Incheon, an international metropolis. Furthermore, we will take the lead in supporting programs such as 'Fostering an Incheon-style Art Fair' and 'Producing an Audition Program (Sold-out) to Discover Visual Artists,' with the major focus being visual arts, which have been generally devalued in the public sector. From September to November, you can see them at Incheon cultural spaces and on global OTT. This project will provide the groundwork for the development of local artists and enhance possibilities for citizens to enjoy culture, as well as provide an opportunity to strengthen the brand image of 'Incheon, the city of culture and art,' both domestically and internationally.

A4. 앞서 말씀드린 문화예술 정책을 속도감 있게 추진해, 시민과 문화예술인들이 체감할 수 있는 변화를 이끌어내겠다. 다가올 ‘시민의 날 행사’ 등 축제 현장에서 국제도시 인천의 품격에 걸맞는, 다양한 문화예술을 즐기는 기회가 되도록 구상 중이다. 또한, 그동안 대중적 측면에서 상대적으로 저평가받고 있던 시각예술을 메인 테마로 하는 ‘인천형 아트페어 육성’, ‘시각 예술아티스트 발굴오디션 프로그램(솔드아웃) 제작’ 지원 사업을 선도적으로 시행한다. 9월부터 11월까지 인천 시내 문화공간과 글로벌 OTT로 관람하실 수 있으며, 이 사업이 지역예술가의 성장 기반 마련과 우리 시민들의 문화 향유 기회를 확대하고, 나아가 국내·외에‘문화예술의 도시, 인천’의 도시 브랜드 이미지를 공고히 할 수 있는 계기가 될 것이다.

Q5. How do you anticipate Incheon changing in the sphere of culture and arts in the future?

Q5. 문화예술 분야에서 인천은 미래에 어떻게 변화할 것이라고 보는가?

A5. In the medium to long term, we are working hard on numerous projects to raise the level of culture and art in Incheon (pledge of the eighth government elected by popular vote - culture and art budget increased to 3 percent ). We intend to promote cultural and arts policies that can evolve into a global international metropolis based on Incheon's identity in partnership with the Office of Overseas Koreans, which will open in June. We are also encouraging the construction of the Incheon Museum Park, which is scheduled to open in 2027. It is a comprehensive cultural center that integrates art galleries, museums, and art parks, and it is the most cherished wish of three million Incheon residents and the local art community. Incheon is evolving as a city with a high-quality cultural and arts infrastructure, where inhabitants can enjoy a wide range of culture and arts. People from all over the world will gather along the city silhouette, history, culture and art infrastructure and stories unique to Incheon. Incheon's future looks promising.

A5. 중장기적 관점에서 인천의 문화예술 수준을 도약시키기 위한 다양한 사업에 매진(*민선8기 공약 - 문화예술예산 3%로 증액)하고 있다. 6월 개청하는 재외동포청과 협업하여 인천의 정체성을 기반으로 글로벌 국제도시로 발돋움할 수 있는 문화예술정책을 추진할 예정이다. 300만 인천시민과 지역 예술계의 염원인 미술관과 박물관, 예술 공원이 어우러지는 복합문화시설인 인천뮤지엄파크 건립도 2027년 개관을 목표로 적극 추진하고 있다. 시민들이 생활 속에서 다양한 문화예술을 누리고, 수준급 문화예술 인프라를 갖춘 도시로 발돋움하고 있다. 인천만의 도시 실루엣과 역사, 문화예술 인프라와 스토리를 따라 전세계 사람들이 모여들 것이다. 인천의 미래는 찬란하다.

Q6. Please say something to foreigners living in Incheon.

A6. As international residents (members) of the global city Incheon, we warmly welcome you. Incheon is still Korea's gateway and central metropolis. It is an outpost that introduces other civilizations to Korea, such as religion, culture, sports, and education. Today, foreigners from all over the world joined residents from eight provinces around the country to develop Incheon. Incheon's characteristic and strength is a location like a vast sea that embraces everything. Incheon Port has been open for 140 years, and the city is working hard to become a first-class city. It is growing to the rest of the globe, based on Incheon International Airport, Incheon Port, and Korea's largest free economic zone. Please keep an eye on and support our city as it takes an active role on the global scene.

A6. 글로벌 도시 인천의 국제 시민(일원)이 된 걸 환영한다. 예나 지금이나 인천은 대한민국의 관문이자 중심 도시이다. 종교, 문화, 체육, 교육 등 새로운 문화를 대한민국에 전파하는 전초기지다. 전세계 외국인은 물론, 전국 8도의 사람들이 모여 지금의 인천을 일궈냈다. 모든 걸 받아들이는 거대한 바다와 같은 곳이 인천의 특징이고 장점이다. 인천항 개항 140년, 인천이 초일류도시를 향해 뜨겁게 박동하고 있다. 인천공항과 인천항, 국내 최대 규모의 경제자유구역을 기반으로 세계로 뻗어나가고 있다. 우리 시가 세계 무대에서 활약하는 모습을 지켜봐 주시고 응원해 주시길 부탁드린다.
