천혜의 자연을 품은 168개 섬이 있다는 것, 인천이 지닌 커다란 장점이다. ‘살고 싶은 섬’이 되기 위해서는 무엇보다 시설, 생활 환경 등 부가적인 요소가 뒤따르는 법이다. 인천시는 섬이 가진 자연환경과 역사·문화는 살리고, 시설 등 부족한 점은 메워나가며 찾아가고 싶은 섬을 만들기 위해 총력을 다하고 있다.
Incheon's 168 islands embrace heavenly nature, which is a great advantage. Additional aspects such as infrastructure and a living environment are required to become an "island you want to live on." Incheon is trying everything it can to make its islands popular tourist destinations by maintaining the islands' natural nature, history, and culture and compensating for lack of facilities.

Q1. 시 해양항공국장으로서 1년을 맞은 소회를 부탁드립니다.
Q1. As the head of the Maritime and Aviation Bureau of the city, please tell us your thoughts on the first year.
인천시 해양항공국장으로서 코로나19 장기화와 경기 침체에도 불구하고 도심항공교통 및 물류산업 선도, 섬·어촌주민 삶의 질을 향상시키고자 부단히 노력한 한 해였다. 지난 1년간 해양·섬, 항공, 물류, 수산 등에 대한 정책을 수립에 전념했다. 시민 삶의 질에 직접 영향을 미치는 분야인 만큼 무엇보다도 시민 행복을 최우선으로 고려했다. 앞으로 인천이 진정한 해양항공 중심도시로, 나아가 바닷길과 하늘길로 이어지는 평화의 관문이 되도록 최선을 다하겠다고 말씀드리고 싶다
As the head of the Maritime and Aviation Bureau of Incheon, I would say it was a year of continuous efforts to lead the urban air transportation and logistics industry and improve the quality of life for island and fishing village residents despite the prolonged COVID-19 and economic stagnation. We have spent the last year formulating policies for maritime and islands, aviation, logistics, and fisheries. Because these areas directly impact people's quality of life, we prioritized citizens' happiness above all else. We shall do everything possible to make Incheon a true marine and aviation center city and a gateway to peace leading to the sea and sky roadways.
Q2. 지난 1년간 해양항공국이 이룬 성과가 궁금합니다.
Q2. We are curious about the achievements of the Maritime and Aviation Bureau over the past year.
백령공항 건설사업 예비타당성조사 통과(’22.12.27.)로 서해5도에 대한 접근성 개선과 응급상황 신속대처 등 정주여건 개선의 가시적 발판을 마련하였고, 2023년 정주지원금을 30% 인상하여 정주의욕 고취에 앞장서고 있다.
아울러, 광역시 최초로 도시민이 어선어업·양식업 기술교육을 받을 수 있는 귀어학교를 개설하여 어촌의 지속 가능한 발전을 도모하고자 노력하고 있으며 내년 상반기 개소 예정이다. 또한 물류 서비스 실증 공모 선정사업으로 소상공인 물품을 순회집화함으로써 수도권 당일 배송서비스와 전국 익일배송 시스템을 구현하여 인천지역 소상공인의 경쟁력을 강화해 나갈 계획이다.
We approved the preliminary feasibility study for the construction of the Baengnyeong Airport (December 27, 2022) to lay a tangible foundation for improving settlement conditions, such as improving access to the five West Sea islands and responding quickly to emergencies, and increasing the settlement subsidy by 30% in 2023 to increase the desire to settle down.
Furthermore, we are attempting to encourage the long-term growth of fishing villages by establishing a fishing school where city inhabitants can obtain training in fishing and aquaculture for the first time in a metropolitan metropolis. It will be open in the first part of next year. Furthermore, we intend to boost the competitiveness of small businesses in the Incheon area by implementing same-day delivery service in the metropolitan area and a nationwide next-day delivery system by visiting and collecting items from small businesses as part of a logistics service demonstration contest project.
Q3. 얼마 전 신청서를 제출한 ‘백령·대청 유네스코 세계지질공원 지정’은 어떤 의미가 있나요?
Q3. What is the meaning of the ‘Baengnyeong/Daecheong UNESCO Global Geopark designation,’ which you applied for recently?
‘유네스코 세계지질공원 지정’은 국제적 브랜드 가치 획득으로 국제적 인지도를 상승시켜 관광객 유치와 지역소득 증가 효과가 기대된다. 백령·대청·소청도에서는 동북아시아의 10억년 전 한반도 지각의 진화과정을 파악할 수 있다. 신원생대 퇴적층과 맨틀암석, 우리나라에서 가장 오래된 스트로마톨라이트 화석, 인천을 대표하는 옥죽동 해안사구 등 지질학적 가치가 매우 우수한 지역이다. 우리 시에서는 이러한 국제적 가치를 활용하기 위한 그동안의 노력과 지질관광을 통한 지역 경제 활성화 계획을 담아 제출하였다.
The UNESCO Global Geopark designation is projected to attract tourists and increase local income by raising international awareness and obtaining international brand value. The evolution of the Korean Peninsula's crust in Northeast Asia a billion years ago can be seen on the islands of Baengnyeong, Daecheong, and Socheong. It possesses excellent geological values, including Neoproterozoic sedimentary strata and mantle rocks, Korea's earliest stromatolite fossil, and the Okjuk-dong coastal sand dunes, which represent Incheon. Incheon proposed using international principles to revitalize the local economy through geotourism.

Q4. ‘인천 섬 관광 활성화’를 위한 주요 사업에 대해 말씀해주신다면.
Q4. Could you tell us about the major projects for ‘revitalizing Incheon Island tourism’?
문화관광체육부의 「가고 싶은 K-관광 섬」 공모사업에 선정되어 사업비 100억 원을 확보, 천혜의 자연을 품고 있는 백령도를 경쟁력 있는 섬으로 발전시켜 세계인이 찾는 K컬처 관광명소로 육성할 계획이다. 올해 신규사업인 「인천 섬 명소화 사업」은 섬의 고유한 특색을 살려 개발 육성하는 차별화된 전략으로 추진되며, 옹진군 대이작도가 선정되었다. 2021년부터 진행 중인 「인천 섬 도도하게 살아보기」는 며칠간 섬 주민과 함께하는 체류형 프로그램이다. 2021년 5개섬(강화군 1, 옹진군 4)을 시작으로 올해는 14개섬으로 확대하여 추진하고 있다.
올해는 작년 만족도가 높았던 배낚시, 갯벌 체험, 단호박 제빵체험과 함께 서해에서도 해양레저를 즐길 수 있도록 패들보드, 노르딕워킹, 카약 등 다양한 프로그램을 추가하여 더욱 풍성한 체험을 제공하려고 한다.
We will develop Baengnyeongdo Island, which has natural beauty, into a competitive island and plan to nurture it as a K-culture tourist attraction sought by people worldwide. The island is selected for the Ministry of Culture, Sports, and Tourism's K-Tourism Island I Want to Visit contest project, securing 10 billion won for the project. We chose Daeijakdo Island in Ongjin-gun for this year's new initiative, Incheon Island Attraction Development Project, as a differentiated strategy to develop and nurture the island's unique traits. The experience-based program 'Living Like an Islander on an Island in Incheon,' which has been running since 2021, involves spending a few days with island people. It started with five islands (1 in Ganghwa-gun and 4 in Ongjin-gun) in 2021, and this year it will expand to 14 islands.
This year, we plan to provide a richer experience by adding various programs such as paddle board, Nordic walking, and kayak so that visitors can enjoy marine leisure in the West Sea, in addition to float fishing, tidal flat experience, and sweet pumpkin baking experience, which were highly satisfactory last year.

Q5. 최근 ‘백령공항 건설사업’이 예비 타당성 조사를 통과했고, 2024년엔 월미도 ‘국립인천해양박물관’이 개관을 앞두고 있습니다. 시민들이 체감하는 변화는 무엇이 있을까요?
Q5. Recently, the 'Baengnyeong Airport Construction Project' passed a preliminary feasibility study, and in 2024, the 'National Incheon Maritime Museum' in Wolmido Island is about to open. What changes will citizens feel?
백령도는 북한과 인접해 야간운항이 통제되고 있고 기상 악화가 수시로 발생해 여객선 결항이 잦다. 관광객들의 접근성은 물론 섬 주민들의 생활 불편 등 기본적인 일상생활에 불편이 크다. 백령공항 건설은 서해 최북단 백령도의 1일 생활권이 보장되는 것은 물론, 관광객 접근성이 크게 늘어 인천의 또 다른 관광 활성화를 이끌 수 있을 것으로 기대한다.
인천은 대한민국의 해양사를 처음 쓰기 시작한 곳으로, 국립인천해양박물관 건립으로 바다로 대한민국의 역사를 보여주는 대표적인 해양문화 시설이 될 것이다. 해양박물관이 2024년 개관하게 되면 직접적으로는 약 990명의 고용유발효과를 기대할 수 있으며, 연평균 약 120만 명의 방문객을 예상해 지역경제 활성화에도 크게 기여할 것으로 본다.
Because Baengnyeongdo Island is close to North Korea, night flights are restricted, and passenger cruises are frequently canceled owing to inclement weather. The inconvenience in basic daily living, such as tourist accessibility and the inconvenience of life on the island, is tremendous. By greatly improving tourist accessibility and ensuring the one-day life zone for Baengnyeong Island, the northernmost part of the West Sea, the development of Baengnyeong Airport is expected to lead to another tourism renaissance in Incheon.
Incheon is the first port of call in Korea's nautical history. The National Incheon Maritime Museum will become a representative maritime cultural facility that depicts Korea's history through the sea. When the Maritime Museum opens in 2024, it is planned to directly employ approximately 990 people and considerably reinvigorate the local economy, with an annual visitor count of approximately 1.2 million.
Q6. 인천에 거주하거나 자주 방문하는 외국인들에게 한 말씀 부탁드립니다.
Q6. Please say something to foreigners living in Incheon or visiting Incheon frequently.
인천은 송도, 청라, 영종국제도시 등 첨단 신도시, 역사문화를 간직한 강화도, 개항기 근대문화의 자취를 엿볼 수 있는 인천항 주변의 구도심 등 볼거리와 즐길거리, 먹거리가 다양하다.
아울러, 대한민국의 관문인 인천국제공항과 항만이 있어 어느 도시보다 접근성이 좋다. 또한 바다에 면해 있어 세계 어느 나라에서도 쉽게 찾아볼 수 없는 갯벌과 다양한 매력을 가지고 있는 168개의 섬이 있어 관광자원이 풍부한 도시이다. 무엇보다도 진정한 인천의 매력은 뱃길을 통한 섬 관광에 있다고 생각한다. 도보도 좋고, 자동차나 자전거를 이용한 인천 섬 투어를 적극적으로 권해 드리고 싶다.
Incheon has a variety of things to see, do, and eat, including high-tech new cities like Songdo, Cheongna, and Yeongjong International Cities, ancient Ganghwado Island, and the old downtown area around Incheon Port, where you can observe remnants of modern culture at the port's opening.
Furthermore, there is Incheon International Airport, the entrance to Korea, as well as a port, so accessibility is superior to that of any other city. It is also a tourist destination, featuring tidal flats that are impossible to find anyplace else in the world and 168 islands of varying charms. Above all, I believe that the genuine charm of Incheon is found in island tourism via the canal. Walking is enjoyable, and I strongly recommend taking a car or bicycle trip of Incheon Island.
