First ‘Korean Lieutenant Governor’ in the USA
A Korean lieutenant governor was elected in the 2022 U.S. midterm elections. It is the first time in the 120-year history of Korean immigration to Hawaii. The election of Lieutenant Governor Sylvia Jung Luke was another success story of Korean immigrants, making the hearts of Koreans overseas beat. With the first step of the ancestors who departed from Jemulpo Port to Honolulu, Hawaii on December 22, 1902, the history of the Korean people is booming in the international community today.

2022년 미국 중간선거에서 한인 부지사가 선출됐다. 120년의 하와이 한국 이민 역사상 최초다. 실비아 장 루크 부지사의 당선은 또 하나의 한인 성공 이야기로 재외동포들의 심장을 뛰게 했다. 1902년 12월 22일 제물포항에서 하와이 호놀룰루를 향해 출발했던 선조들의 첫걸음을 동력으로 삼아, 오늘날 국제 사회에서 한민족의 역사가 힘차게 박동하고 있다.

q. Thank you very much for granting an interview with <Incheon Now>, the English newsletter of Incheon. Ms. Lieutenant Governor. Could you tell us when and why your family emigrated to the United States?
a. My family immigrated to Hawaii in 1977 when I was 9 years old. My father, who ran an import and export business, frequently traveled to Hawaii, which eventually became our new home. Since then, I’ve been lucky to be a part of Hawaii’s vibrant Korean community and honored to serve as the highest-ranking Korean-American official in the United States.
q. Although belated, congratulations on winning the election for the Lieutenant Governor of Hawaii.
Could you tell us how you felt when you were elected?
a. Having served in the Hawaii State Legislature for 24 years, public service and caring for others is very important to me. I was deeply grateful, happy, and honored that the people of Hawaii entrusted me to continue serving our state as Lieutenant Governor.
q. How did you enter the political arena?
Could there be a particular role or meaning for an immigrant in the political world?
a. During my time at the University of Hawaii at Manoa, I served as one of the few female student body presidents. This experience showed me the power of collective action and the impact of people coming together to solve problems and advocate for important issues.
As an immigrant, my background is a strong source of motivation for my commitment to public service. From a young age, witnessing my mother’s commitment to caring for others at our church and within the Korean community deeply influenced my values. This sense of compassion and community support continues to drive my work in politics today.
q. After winning the election, you have been doing many things as the Lieutenant Governor.
Could you tell us the most memorable moment or an anecdote where you felt great?
a. One of my top priorities as Lieutenant Governor is ensuring universal access to preschool for all of Hawaii’s 3- and 4-year-olds. It’s so important we prepare our children for their futures while supporting working families.
In just one year, we opened 13 new public preschool classrooms across Hawaii. It was truly surreal to see the smiling faces of the young students, excited to learn and grow with their new friends. They are why I love public service and serving our state.
Relationship with Incheon
q. Hawaii is the first place that Koreans emigrated to. Koreans must have written a rich history. Could you tell us about the distinctive characteristics of the ‘Korean Society in Hawaii,’ including its activities (development, scale) or unique culture?
a. The arrival of the first Korean immigrants marked the beginning of a vibrant Korean community in Hawaii. Korean values of collectivism and community support intertwine seamlessly with Hawaii’s spirit of Aloha (love, kindness, compassion). When my family immigrated from Seoul, it was the close-knit Korean community here in Hawaii that supported us as we established our new lives.
Hawaii’s Korean community maintains strong ties with the Republic of Korea, actively celebrating Korean culture throughout our islands. The Hawaii State Legislature has even passed a resolution designating every November 22 as Kimchi Day. The unique connection between Incheon and Hawaii is also an important part of our Korean community. Hawaii embraces Korean culture through food, entertainment, and cross-cultural exchanges with the Republic of Korea.
q. What is Incheon to Korean immigrants?
a. For Koreans in Hawaii, Incheon is very special. Over 121 years ago, the first 102 immigrants arrived on the coasts of Oahu from Incheon. These Korean pioneers made tremendous sacrifices. They worked hard as laborers in the sugarcane fields and sent part of their earnings back to Korea. Their goal was not only to support their families but also to support education, contributing to the establishment of Inha University — a name derived from “Incheon” and “Hawaii.”
Incheon will forever remain a cherished place for Koreans abroad, symbolizing our homeland and the rich history of Korean immigration. This connection is symbolic, as Incheon and Hawaii continue to strengthen our sister-state relationship.

q. Incheon has successfully established the Overseas Koreans Agency. You also fully supported its establishment in Incheon. What kinds of support would it need in the future?
a. The establishment of the Overseas Koreans Agency in Incheon reflects the city’s exceptional standing as a global center for culture and innovation. As a Korean immigrant, I appreciate Mayor Yoo Jeong-bok and the Incheon government’s unwavering commitment to safeguarding and fostering Korean heritage beyond borders. We must maintain our support for cross-cultural exchanges and initiatives that bring Koreans abroad to Incheon. I look forward to visiting Incheon soon and continuing the legacy of friendship and collaboration between our states.

q. Please tell us how you remember Korea and special (good) memories about Korea you heard from your parent’s generation.
a. My fondest memories of Korea is walking home from school on cobblestone roads as my friends and I stopped to eat sugar candies. Korea has developed into a thriving economy; and development and innovation has supported its exponential growth. Korea is now so different from when I was there as a child. I continue to be amazed and proud of how far the country has strengthened to care for its people.
q. Please give a few words to Incheon citizens and overseas Koreans visiting Incheon.
a. To the citizens of Incheon, I want to express my heartfelt gratitude for remaining a beacon for Koreans abroad, a place we can always call home. The bond between Incheon and Hawaii is deeply meaningful to me, and we welcome you to Hawaii with open arms.

Q. 어떤 계기로 정치에 입문하게 되셨나요?
정치 분야에서 이민자로서 특별한 역할이나 의미가 있을지요?
마노아에 있는 하와이 대학교에 다니는 동안 몇 안 되는 여성 학생회 회장 중 하나였습니다. 그 경험을 통해 집단적 행동의 힘과 사람들이 함께 모여 문제를 해결하고 중요한 문제에 대한 지지를 표명하는 행동이 가진 영향력에 대해 알게 되었습니다.
저의 이민자라는 출신배경은 공공 서비스에 전념할 강한 동기를 부여해주었습니다. 어릴 때부터 교회와 한인 사회에서 다른 사람들을 돌보려는 어머니의 헌신을 보면서 가치관에 깊은 영향을 받았습니다. 이러한 동정심과 지역사회의 지지는 지금도 정치 분야에서 활동하는 원동력이 되고 있습니다.
Q. 당선 이후 부지사로서 많은 일을 수행하고 있는데, 가장 기억에 남는 순간이나 뿌듯했던 일화가 궁금합니다.
부지사로서 저의 최우선 과제 중 하나는 하와이의 모든 3-4세 어린이 누구나 유치원에 다닐 수 있도록 보장하는 것입니다. 일하는 가족을 지원하면서 아이들의 미래를 준비시키는 것은 아주 중요한 문제입니다. 1년 만에 하와이 전역에 새 공립 유치원 열 세곳을 열었습니다. 새로운 친구들과 함께 신나게 배우고 성장하는 어린 학생들의 미소를 보는 것은 정말 꿈 같은 일입니다. 이것이 바로 제가 공공 서비스와 주에 봉사하는 것을 좋아하는 이유입니다.
Q. 하와이는 한국 이민의 첫 장소입니다. 그만큼 한인이 만들어낸 역사가 깊을 것 같은데요.
‘하와이 한인 사회’의 활약(발전상, 규모)이나 특별한 문화 등 특별한 점이 있는지요?
첫 한인 이민자들의 도착은 하와이에서 활기에 찬 한인사회의 시작이 되었습니다. 집단주의와 지역사회 지원이라는 한국적인 가치는 하와이의 알로하 정신(사랑, 친절, 동정심)과 밀접하게 관련되어 있습니다. 우리 가족이 서울에서 이주했을 때, 하와이에서 새로운 인생을 시작할 수 있도록 도와준 것은 긴밀하게 조직된 한인사회였습니다.
하와이 한인사회는 한국과 강한 유대관계를 유지하며 섬 전체에서 한국 문화를 적극적으로 알리고 있습니다. 하와이 주의회는 매년 11월 22일을 김치의 날로 지정하는 결의안도 통과시켰습니다. 인천과 하와이의 특별한 관계는 우리 한인사회의 중요한 일부이기도 합니다. 하와이는 음식, 엔터테인먼트, 한국과의 다양한 문화간 교류를 통해 한국의 문화를 수용하고 있습니다.
Q. 이민자들에게 인천은 어떤 의미인지요?
하와이 한인들에게 인천은 매우 특별한 곳입니다. 121여년 전, 처음으로 102명의 이민자가 인천에서 오아후 해안에 도착했습니다. 한국에서온 이 개척자들은 엄청난 희생을 치렀습니다. 사탕수수밭에서 노동자로 열심히 일하는 가 하면, 수입의 일부를 한국으로 보내기도 했습니다. 가족을 부양하는 것은 물론 교육 지원을 통해 '인천'과 '하와이'를 의미하는 인하대학교를 설립하기 위해서 였습니다.
인천은 고국과 다채로왔던 한인 이민사를 상징하며 해외 한인들에게 영원히 소중한 장소로 남을 것입니다. 인천과 하와이가 자매관계를 지속적으로 강화하고 있기 때문 이러한 인연은 더욱 상징적으로 다가옵니다.
Q. 인천시가 재외동포청을 성공적으로 유치했습니다.
부지사님께서도 인천 유치를 적극적으로 응원해 주셨는데요. 앞으로 어떤 지원이 필요할지요?
인천에 해외동포청이 설립된 것은 문화와 혁신의 글로벌 중심으로서 인천의 높은 위상이 반영된 결과입니다. 저는 한인 이주자로서, 국경을 넘어 한국의 문화유산을 보호하고 장려하려는 유정복 시장님과 인천정부의 변함없는 의지에 감사드립니다. 우리는 해외동포를 인천으로 부르는 문화간 교류와 계획을 계속해서 지원해야 하겠습니다. 저는 빠른 시일 내에 인천을 방문하여 양국 간 우호와 협력의 유산을 이어갈 수 있기를 기대합니다.
Q. 부지사님이 기억하는 한국은 어떤 모습인지, 부모 세대에게 들은 한국에 대한 특별한 기억이 있는지 궁금합니다.
한국에 살았을 때 자갈길을 밟으며 학교에서 집으로 돌아가는 길에 친구들과 설탕캔디를 사먹던 일이 가장 기억에 남습니다. 한국은 번영하는 경제를 세웠습니다. 개발과 혁신은 기하급수적인 성장을 뒷받침해 왔습니다. 오늘의 한국은 제가 어렸을 때와는 매우 다릅니다. 한국이 국민을 돌보기 위해 얼마나 강해졌는지를 보며 항상 놀랍고 또한 자랑스럽습니다.
Q. 인천 시민 그리고 인천을 방문한 재외동포들에게 하고 싶은 말이 있다면 말씀해주세요.
항상 나의 고향이라고 할 수 있으며 해외동포들의 등불이 되어준 인천의 시민 여러분께 깊은 감사를 드립니다. 인천과 하와이의 인연은 저에게 깊은 의미가 있으며, 하와이에 오시는 여러분을 두 팔 벌려 환영합니다.
