An organization helps us vividly capture the beauty of Incheon’s nature, unique buildings, and everyday scenes in film content. It’s the Incheon Film Commission, which promotes filming in Incheon and supports production. It organizes various film festivals and cultural events, allowing citizens to enjoy films more closely and diversely, going beyond mere production support. We interviewed Lee Gwanghoon, a film director and the new head of the Incheon Film Commission, who successfully held the 13th Diaspora Film Festival, and listened to his story about Incheon’s film ecosystem and its potential.
인천의 수려한 자연, 독특한 건축물, 일상 속 풍경들이 영상 콘텐츠 속에 생생히 담길 수 있도록 돕는 기관이 있다. 인천 내 영상 촬영을 유치하고 제작을 지원하는 인천영상위원회다. 이곳은 단순한 제작 지원을 넘어, 시민들이 영화를 더욱 가깝고 다양하게 즐길 수 있도록 각종 영화제와 문화 행사를 운영한다. 제13회 디아스포라 영화제를 성공적으로 개최한 인천영상위원회 신임 위원장, 영화감독 이광훈 위원장을 만나 인천의 영상 생태계와 그 가능성에 대해 이야기를 들어보았다.
Q. Thank you for joining the interview with Incheon’s English newsletter <Incheon Now>. You are appointed as the head of the Incheon Film Commission’s Operating Committee. Tell us how you felt about it.
Q. 인천시 영문소식지 <Incheon Now> 인터뷰에 응해 주셔서 감사합니다. 인천영상위원회 운영위원장으로 위촉되셨는데, 이에 대한 소감을 듣고 싶습니다.
A. I am pleased and honored to become the head of the Incheon Film Commission’s Operating Committee. I majored in film directing at Ohio State University and have produced films since I debuted as a director with the movie <Doctor Bong> in 1995. I will do my best based on my experience in the field so that the Incheon Film Commission will make the local film ecosystem more affluent.
A. 인천영상위원회 운영위원장을 맡게 되어 매우 기쁘고 영광스럽게 생각합니다. 저는 오하이오 주립대학교에서 영화 연출을 전공하고, 1995년 영화 <닥터 봉>으로 감독 데뷔한 이래 평생을 영화를 만들어 왔습니다. 현장에서 쌓았던 경험을 바탕으로 인천영상위원회가 지역의 영상 생태계를 더욱 풍요롭게 만들어가는데 최선을 다하겠습니다.
Q. Could you briefly introduce the Incheon Film Commission’s primary roles and activities? Q. 인천영상위원회가 하고 있는 주요 역할과 활동에 대해 간략히 소개 부탁드립니다.
A. The Incheon Film Commission's primary roles can be divided into three categories: for Creators, for Incheon, and for Citizens. First, we provide substantial production support to domestic and foreign creators operating in Incheon, including recommending filming locations, scouting sites, assisting with production costs, and offering print and advertising (P&A) services. Second, to help filmmakers in Incheon grow, we identify talented local organizations and individuals, support content production, and provide film training. Third, we are actively implementing cultural programs for citizens. We are working to ensure that Incheon citizens can more easily engage with film culture through the Diaspora Film Festival in May and Incheon Film Week in October.
A. 인천영상위원회의 핵심 역할은 ‘창작자 지원(For Creator)’, ‘지역 육성(For Incheon)’, 시민 문화 향유(For Citizen)’ 3가지로 나눌 수 있습니다. 먼저 인천에서 활동하는 국내외 창작자들에게 로케이션 추천과 장소 섭외, 제작비, 유통·배급비(P&A) 지원 등 실질적인 제작 지원을 제공합니다. 둘째, 인천 영상인의 성장을 돕기 위해 지역 단체 및 인재를 발굴하고, 콘텐츠 제작 지원 및 영상 교육을 운영하고 진행하고 있습니다. 셋째, 시민 대상의 문화 사업 사업도 활발하게 전개하고 있습니다. 5월의 디아스포라 영화제(Diaspora Film Festival), 10월의 인천 영화 주간(Incheon Film Week)을 통해 인천 시민들이 보다 쉽게 영상문화를 접할 수 있도록 노력하고 있습니다.

Q. As the new leader, what do you think the future direction and operating strategy of the Incheon Film Commission should be? Q. 인천영상위원회 신임 운영위원장으로서, 향후 방향성과 운영 전략은 무엇인가요?
A. First, we should keep up with the rapidly changing film production environment. In the past, movies and TV dramas were the primary media, but today, we have various formats, such as OTT, short-form content, and web entertainment. Given these circumstances, we are launching the ‘killer content production support’ program as a public contest starting this year and have divided the categories into ‘film content’ and ‘web content’ for tailored support. It is also crucial to develop a stable filming infrastructure within Incheon. Like the Jeonju Film Studio Complex, where the movie <Parasite> was shot, we need a studio that production teams can use as a base in Incheon as well. When various locations, such as alleys, parks, and roads of Incheon, are featured in the content through the studio, it will significantly contribute to showcasing the charms of Incheon.
A. 빠르게 변화하는 영상 제작 환경에 발맞추는 것이 우선입니다. 과거에는 영화와 TV드라마가 중심이었지만, 현재는 OTT, 숏폼 콘텐츠, 웹 예능 등 다양한 포맷이 등장했습니다. 이에 따라 올해부터 ‘킬러 콘텐츠 제작 지원’사업을 공모 방식으로 전환하고, 지원 분야를 ‘영상 콘텐츠’와 ‘웹 콘텐츠’로 구분해 맞춤형으로 운영하고 있습니다. 또한 인천 내에 안정적인 촬영 인프라를 구축하는 것도 중요합니다. 영화 <기생충>이 촬영된 전주 영화종합촬영소처럼, 인천에도 제작진이 거점으로 삼을 수 있는 스튜디오가 필요합니다. 이런한 공간을 바탕으로 인천의 골목길, 공원, 도로, 등 다채로운 장소들이 콘텐츠 속에 담기면, 인천의 매력을 알리는데 큰 역할을 할 수 있습니다.
Q. As a director, tell us how you fell in love with film and the charm of film. Q. 영화감독으로서, 영화에 처음 매료된 계기와 영화의 매력은 무엇이라고 생각하시나요?
A. In high school, I watched "Ladri di biciclette," an Italian neorealist movie by Vittorio De Sica, and it shook me up profoundly. The story of a father struggling to survive in a post-World War II Rome that had turned to ruins, along with his young son witnessing it, was quite striking. I was very passionate about photography back then, but film impacted me far more intensely. It comes to you quietly but touches your soul deeply. I believe that’s the allure of film. Nonetheless, the message I want to convey through films pertains to the essence of our existence as human beings, or the soul, beyond mere material reality.
A. 고등학교 시절, 이탈리아 네오리얼리즘 영화 <자전거 도둑>(비토리오 데 시카 감독)을 보고 강한 충격을 받았습니다. 2차 대전 직후 폐허가 된 로마에서 살아남기 위한 아버지와 그를 지켜보는 어린 아들의 이야기가 무척 인상 깊었죠. 그 시절 사진에 관심에 많았던 시기였지만, 영화는 그 보다 훨씬 강렬하게 감정을 건드렸습니다. 조용히 다가와 영혼을 툭 건드리는 힘. 그것이 영화의 매력이라고 생각합니다. 지금도 영화를 통해 말하고 싶은 메시지는 단순한 물질적 현실을 넘어, 인간이라는 존재의 본질-영혼-에 대한 것입니다.
Q. How do you feel about Incheon as a city? Are there places in Incheon that you want to capture in your work? Q. 인천은 감독님께 어떤 도시로 다가오시나요? 작품 속에 담고 싶은 인천의 장소가 있다면?
A. Incheon has many faces. From the worn-out yet familiar scenery of the original downtown to Songdo, an ultramodern city, very different landscapes are available within short distances. It features almost every filming location a director could wish for, as it boasts 168 islands, the West Coast, an airport, and a rich natural environment. The open port area is particularly charming, with buildings that tell different stories and capture the depth of history. In these backdrops, I want to depict the tough life, dreams, love, and frustrations of our grandparents’ generation who lived through a period of turbulence.
A. 인천은 다양한 얼굴을 갖고 있는 도시입니다. 원도심의 낡고 정겨운 풍경부터 첨단 도시인 송도까지, 짧은 거리 안에 전혀 다른 풍경이 공존하죠. 168개의 섬과 서해, 공항 등 자연환경 또한 풍부해 감독이 원하는 거의 모든 로케이션이 가능한 도시입니다. 특히 개항장 일대는 저마다 사연을 지닌 건물들이 역사의 깊이를 담고 있어 매력적입니다. 이곳을 배경으로 격동의 식대를 살아낸 조부모 세대의 고단한 삶과 꿈, 사랑, 좌절을 그려보고 싶습니다.
Q. How is the Diaspora Film Festival, held in Incheon, differentiated from other film festivals? Q. 인천에서 열리는 디아스포라영화제는 어떤 점에서 차별화된다고 보시나요?
A. The Diaspora Film Festival stands out from other film festivals because it reflects Incheon’s emigration history and today’s multicultural circumstances, going beyond simply screening films. Incheon is the first city in South Korea to experience emigration, and it embodies the themes of emigration, settlement, and coexistence. For this, the Diaspora Film Festival held in Incheon is more than just an ordinary film festival; it serves as a platform that highlights the city’s history, culture, and today’s multicultural reality.
A. 디아스포라영화제는 단순한 상영 행사를 넘어, 인천이라는 도시가 지닌 이주의 역사와 현재의 다문화적 상황을 반영하는 영화제라는 점에서 다른 영화제와 차별화됩니다. 인천은 대한민국 최초 이민 역사를 품은 도시이며, 이주와 정착, 공존이라는 키워드를 관통하는 지역입니다. 그렇기에 이곳에서 열리는 디아스포라영화제는 단순한 영화제 이상으로, 도시의 역사와 문화 그리고 현대의 다문화적 현실을 조명하는 플랫폼이 됩니다.
Q. Let us know if there was a specific aspect that this year’s Diaspora Film Festival emphasized. Q. 올해 디아스포라 영화제에서 중점적으로 추진한 부분이 있다면 소개해 주세요.
A. The biggest change in this year’s festival is the expanded screening space. We added the Incheon Milim Theater, which has been operating in the region since 1957, to the existing Incheon Art Platform and Ae Kwan Theater venues. This is a historic location with a tradition of singlehall theaters. We decided to enable more audiences to experience the film festival and allow citizens to enjoy the event across the city.
A. 올해 가장 큰 변화는 상영 공간의 확대입니다. 기존의 인천아트플랫폼, 애관극장에 더해 1957년부터 지역을 지켜온 ‘인천미림극장’을 공식 상영관으로 추가했습니다. 이 공간은 단관 극장의 전통을 가진 역사적인 장소로, 더욱 많은 관객이 영화제를 체험하고 도심 곳곳에서 보다 많은 시민이 영화제를 즐길 수 있도록 마련한 결정이었습니다.
Q. What is the role of film content in cultural diversity and local community integration? Q. 문화다양성과 지역사회 통합 측면에서, 영상 콘텐츠가 가진 역할은 무엇이라고 보시나요?
A. Film content has the power to foster bonds of sympathy among people across time and space. Incheon is a city where diverse cultures coexist. Many people have left and returned to this place since the port opened, and even today, multicultural communities thrive, such as Chinatown and Bupyeong Myanmar Village. Films naturally capture stories from various diasporas, allowing audiences to understand and empathize with unfamiliar cultures. Programs like ‘Guest Visit (GV)’ can enhance this bond of sympathy to strengthen community cohesion.
A. 영상 콘텐츠는 시간과 공간을 초월하여 사람들의 공감대를 끌어내는 힘을 갖고 있습니다. 인천은 다양한 문화가 공존하는 도시입니다. 개항 이후 수많은 이들이 이곳을 떠나고 돌아왔고, 현재도 차이나타운, 부평 미얀마 마을 등 다문화 공동체가 자리하고 있습니다. 영화는 다양한 디아스포라의 이야기를 자연스럽게 담아내고, 관객은 상영작을 통해 낯선 문화를 이해하고 공감하게 됩니다. ‘감독과의 대화(GV)’ 같은 프로그램은 이러한 공감을 공동체적 화합으로 확장시킬 수 있는 장치입니다.
Q. Lastly, please tell us if you have a message for Incheon citizens. Q. 마지막으로 인천 시민들에게 전하고 싶은 메시지가 있다면 말씀해 주세요.
A. The 13th Diaspora Film Festival recently concluded successfully. Observing the audience that filled the theaters after the opening ceremony, I could sense the profound affection of Incheon citizens for film culture. This inspired me to plan various programs aimed at enhancing opportunities to enjoy films in everyday life, such as ‘Byeol Byeol Cinema.’ I hope you will continue to engage with us and support us so that Incheon can further advance as a city of film culture.
A. 최근 제13회 디아스포라 영화제가 성황리에 마무리되었습니다. 개막식부터 상영관에 가득 찬 관객들을 보며 인천 시민 여러분의 영상문화에 대한 애정을 깊이 느낄 수 있었습니다. 이에 힘입어 앞으로도 ‘별별 씨네마’ 등 일상 속 영화 감상의 기회를 넓히는 다양한 사업을 준비하고 있습니다. 인천이 영상문화도시로 더 나아갈 수 있도록 지속적인 관심과 참여 부탁 드립니다.
