A Miracle That Began in Incheon 75 Years Ago

75년 전 인천에서 시작된 기적

Seventy-five years ago, a single operation changed the world. It was the Incheon Landing Operation. This operation, which instantly reversed the course of the Korean War when all of South Korea was in danger of being overpowered by the North Korean army, was a decisive turning point that made today’s Republic of Korea possible.

75년 전, 한 번의 작전이 전 세계를 뒤바꿨다. 인천상륙작전. 전세가 북한군에 밀리며 남한 전역이 위태로웠던 6‧25전쟁의 판도를 단숨에 뒤집은 이 작전은 대한민국의 오늘을 가능케 한 결정적 전환점이었다. 

At the time, the chance of success was just 0.02% (1 in 5,000), but General Douglas MacArthur’s bold decisions and careful strategy turned the impossible into reality, rewriting history. Incheon, a global city today that has achieved remarkable growth, is a city built on that victory.

당시 성공 확률 0.02%(5천 분의 1)에 불과하다는 평가를 받았지만 더글라스 맥아더 장군은 과감한 결단과 치밀한 전략으로 불가능을 현실로 바꾸며 세계사의 흐름을 새롭게 썼다. 

오늘날 비약적인 성장을 이룬 글로벌 도시 인천은 그 승리 위에 세워진 도시다. 

Incheon announced the “Incheon Landing Operation 75th Anniversary Commemoration Week” to honor this noble sacrifice and dedication, and to pass along the values of freedom and peace to future generations. Visiting Incheon to mark that historic moment was Joseph Reynes Jr., Executive Director of the General Douglas MacArthur Foundation, an elderly gentleman who embodies the spirit of General Douglas MacArthur.

인천시는 이러한 숭고한 희생과 헌신을 기억하며 미래세대에게 자유와 평화의 가치를 전하기 위해 ‘제75주년 인천상륙작전 기념주간’을 마련했다. 그 역사적 순간을 기리기 위해 인천을 찾은 이는 더글러스 맥아더 장군의 정신을 이어가는 한 노신사 조셉 레인스 주니어(Joseph Raines Jr.) 맥아더재단 대표이사(Executive Director)였다. 

A Warm Smile Than the Authority of the Former Air Force Major General

전직 공군 소장의 위엄보다 따뜻한 미소

During our first meeting with Executive Director Joseph Reynes, we sensed the warm smile of an older gentleman rather than the authority of a former Air Force Major General. Beneath the gentleness radiating from his wrinkled eyes, he still retained the spirit of a soldier who believed in freedom and peace.

첫 만남에서 느낀 조셉 레인스 대표이사의 모습은 전직 공군 소장의 위엄보다 따뜻한 노신사의 미소였다. 주름진 눈가에서 묻어나는 온화함 속에 그는 여전히 자유와 평화를 믿는 군인의 기개를 품고 있었다. 

“Incheon is not just a city. It is a symbol of how humanity united for freedom and how it created hope.” His voice was low, but it resonated profoundly. Graduating from the U.S. Air Force Academy in 1978, he recorded over 3,800 flight hours as a combat pilot. He served in a variety of military and diplomatic roles, including as Commander o f Kunsan and O san A ir B ases, Deputy Chief of Operations for the NATO Joint Forces Command, a key member of the Iraq War Command, and an Assistant to the Secretary of Defense at the Pentagon.

“인천은 단순한 도시가 아닙니다. 인류가 자유를 위해 어떻게 연대하고, 어떻게 희망을 만들어냈는지를 보여주는 상징입니다.” 조용히 건네는 그의 목소리는 낮았지만 울림은 깊었다. 

1978년 미 공군사관학교를 졸업한 그는 전투 조종사로 3,800시간 넘는 비행을 기록했고, 군산 오산 미군기지 지휘관, NATO 합동군사령부 작전부 차장, 이라크전 사령부 요직, 펜타곤 국방부장관 보좌관 등 군사외교 현장을 두루 거쳤다. 

Even after 35 years of military service, he turned his retirement into a new beginning rather than a break, and today, he serves as the Executive Director of the General Douglas MacArthur Foundation, passing on the general’s motto of “Duty, Honor, Country” to future generations.

35년 간의 군 생활을 마친 뒤에도 전역을 쉼표가 아닌 새로운 시작으로 삼아 오늘날 그는 General Douglas MacArthur Foundation의 대표이사로 활동하며, ‘Duty, Honor, Country’라는 장군의 좌우명을 미래세대와 공유하고 있다.

An Old Man Came as a Special Envoy, Stands in Incheon, Carrying MacArthur’s Will

특사로 온 노신사-맥아더의 뜻을 품고 인천에 서다

Initially, Incheon planned to invite General MacArthur’s only son, Arthur MacArthur IV (age 87), but his advanced age prevented his visit. Instead, Executive Director Joseph Reynes traveled to Incheon, leading a special delegation. Presenting Arthur MacArthur IV’s personal letter, voice message, and a memento of General MacArthur, he said, “Arthur MacArthur IV wanted to come in person this time, but his health did not allow. However, his heart is in Incheon. We have come to convey his will on behalf.” His words conveyed regret and a sense of heavy responsibility.

애초에 인천시는 맥아더 장군의 외아들 아서 맥아더 4세(87세)를 초정하려 했으나, 고령으로 인해 방한이 성사되지 못했다. 대신 조셉 레인스 대표이사는 재단 특사단을 이끌고 인천을 찾았다. 그는 아서 맥아더 4세의 친서와 음성 메시지, 맥아더 장군의 상징품을 전하며 이렇게 말했다. “아서 맥아더 4세는 이번에 직접 오고 싶어 했지만 건강이 허락하지 않았습니다. 그러나 그의 마음은 인천에 와 있습니다. 저희가 대신 그 뜻을 전하러 왔습니다.” 그 말에는 아쉬움과 동시에 묵직한 책임감이 담겨 있었다.

Leadership That Turned the Impossible Into Reality

불가능을 현실로 만든 리더십

The conversation naturally turned to the spirit of General MacArthur. Executive Director Joseph Reynes took out a piece of writing. “The prayer the General wrote for his son, Arthur IV, during the Pacific War resonates with all of us today,” MacArthur wrote in the prayer. “Build me a son, O Lord, who will be strong enough to know when he is weak, and brave enough to face himself when he is afraid.” Executive Director Reynes closed his eyes for a moment and continued.

This prayer embodies a soldier’s resolve, a father’s love, and universal human values. Reading it again in Incheon, I feel that spirit still lives on.” He described the Incheon Landing Operation as “a miracle to be remembered in human history.”

대화는 자연스레 맥아더 장군의 정신으로 이어졌다. 조셉 레인스 대표이사는 특히 한 편의 글을 꺼내 들었다. “태평양 전쟁 중 장군이 아들 아서 4세를 위해 쓴 기도문은 오늘날 우리 모두에게 울림을 줍니다” 맥아더는 기도문에서 이렇게 적었다. “강할 때 약함을 알게 하시고, 두려울 때 자신을 직면할 용기를 주소서.” 레인스 대표이사는 잠시 눈을 감고 말을 이었다. 

“이 기도에는 군인으로서의 결의, 아버지로서의 사랑, 그리고 인류 보편적 가치가 담겨 있습니다. 인천에서 이 글을 다시 읽으니 그 정신이 여전히 살아 있음을 느끼게 됩니다.” 그는 인천상륙작전을 “인류사에 남을 기적”이라고 표현했다.

Even the Commander of the US Far East Naval Forces at the time estimated the chances of success at 0.02% (1 in 5,000), but General MacArthur turned the impossible into reality, changing the course of world history.

From the young men who sacrificed their lives defending the operation at Yeongheungdo Island to the light of the Palmido Lighthouse, and the fierce battle at Wolmido Island, recalling all these scenes, Executive Director Joseph Reynes said, “Freedom is not given for free. It is a value that each generation must earn anew.”

당시 미 극동해군사령관 조차 성공 확률을 0.02%(5천 분의 1)로 보았지만 맥아더는 불가능을 현실로 바꾸며 세계사의 물줄기를 틀었다. 

영흥도에서 자결로 작전을 지켜낸 청년들, 팔미도 등대의 불빛, 월미도의 치열한 전투. 

조셉 레인스 대표이사는 이 모든 장면을 떠올리며 말했다. 

“자유는 거저 주어지지 않습니다. 그것은 매 세대가 새롭게 쟁취해야 하는 가치입니다.”

Executive Director Joseph Reynes also extended special thanks to Incheon Mayor Yoo Jeong-bok.

“I sincerely thank Mayor Yoo Jeong-bok for his careful planning for the 75th anniversary of the Incheon Landing Operation. Thanks to his dedicated leadership, General MacArthur’s spirit will remain a guiding light for future generations.”

He also left a heartfelt message for the citizens of Incheon. “The Republic of Korea exists today thanks to the legacy of freedom and peace you have protected. Incheon will be remembered throughout the world as a city of freedom and alliance.”

조셉 레인스 대표이사는 유정복 인천광역시장에게도 특별한 감사 인사를 전했다. 

“이번 제75주년 인천상륙작전 기념행사를 정성껏 준비해 준 유정복 시장님께 깊은 감사와 존경을 드립니다. 헌신적인 리더십 덕분에 맥아더 장군의 정신이 미래세대에게 꺼지지 않는 횃불로 이어질 것입니다.” 

또한 인천시민들에게도 진심 어린 메시지를 남겼다. “여러분이 지켜주신 자유와 평화의 유산 덕분에 오늘의 대한민국이 존재합니다. 인천은 자유의 도시, 동맹의 도시로 세계 속에 기억될 것입니다.”

A New Light Drawn on Incheon Today

오늘의 인천에 드리운 새로운 빛

After a lengthy interview, Executive Director Joseph Reynes’s smile crept back onto his face warmly. From his expression, we saw the deep pride of an old gentleman who has lived as a descendant of the general and a friend of freedom.

Just as the lights of Palmido Island once brightened the sea of despair 75 years ago, his footsteps now bring new hope to Incheon today. The Incheon Landing Operation is not merely a victory of the past, but a promise of ongoing freedom.

긴 인터뷰가 끝나자, 조셉 레인스 대표이사의 미소는 다시금 따뜻하게 번졌다. 그 표정 속에서 우리는 장군의 후예이자 자유의 동반자로 살아온 한 노신사의 깊은 자부심을 보았다. 

75년 전 팔미도의 불빛이 절망의 바다를 밝힌 것처럼, 그의 발걸음은 오늘의 인천에 또 다른 빛을 드리운다. 인천상륙작전은 과거의 승리가 아니라, 여전히 이어지고 있는 자유의 약속이다.
