Incheon expanding its transportation network in the old city center to lay the foundation for its “Jemulpo Renaissance”

New plan features 11 core projects for railway, road, and parking facilities across Jung-gu and Dong-gu -


The Incheon Metropolitan City Government is adding major upgrades to its road and railway network across Jung-gu and Dong-gu, both districts at the heart of Incheon’s old city center, in an attempt to lay the foundation that could potentially lead its Jemulpo Renaissance project to success.


The City Government (Mayor: Yoo Jeong-bok) announced its new “Jemulpo Renaissance Traffic Network Plan” that includes eleven core projects* (railroads, roads, and parking areas) across various locations in Jung-gu and Dong-gu area. The proposed traffic network upgrades will likely serve as the foundation of the Jemulpo Renaissance Project, which was a key pledge made by Mayor Jeong-bok Yoo (8th democratically elected administration of Incheon) and kick-start a more balanced development of the old city center.

Firstly, the City plans to build a high-speed rail network that directly connects the old city center to other major cities across the country.

Plans to extend the Wolpan Line to Incheon Station as well as plans to build the Airport Railroad no. 2, the Incheon Circular Line no. 3 (loop line servicing Incheon), and Bupyeong Coastal Pier will get under way to offer faster and more convenient transportation options for residents in the old city center (Jung-gu and Dong-gu), and also execute a strategy that brings the Gyeongin Metro underground in order to transform the old city center into a future-oriented urban area.


Incheon’s latest plans include wider and more roads for Jung-gu and Dong-gu.


In order to improve access to and from the old city center when traffic conditions evolve as the Jemulpo Renaissance project goes on, Incheon plans to weigh the feasibility of a fourth Gyeongin Expressway (Seo-gu Gajwa IC - Guro Oryu IC), which was proposed previously as a private initiative, and see if changing the starting point of this new road to either Jung-gu or Dong-gu could be a viable alternative.


In particular, the City wants to comprehensively review changes in the future traffic conditions and traffic demand in Incheon with the “Incheon Road Network Construction Plan Research,” which could be commissioned as early as April. Moreover, Incheon's strategy going forward is to create momentum for building road networks, including roads in the original city center, by organizing new plans to identify and build potentially useful roads across its jurisdiction.


Last but certainly not least, the Metropolitan City Government will upgrade the public parking lot in Wolmi into a multi-story parking lot by the first half of 2026, pushing the total number of parking spaces from 127 to 250. Meanwhile, a new parking tower could be coming to Sinpo-dong. This new parking tower, if built, will add 122 parking spaces, which will go a long way in alleviating the pressure for more parking in the original city center, including Chinatown.


Park Deok-soo, Vice Mayor for Administrative Affairs, said, “Incheon plans to promote a more balanced development between the old city center and newer city districts with the Jemulpo Renaissance Transportation Network Construction Plan. In addition, the City will do its best to become a new future city where culture, tourism, and industry can meld seamlessly with the old city center and Jemulpo area that had led the modernization of Korea in the past.”
