Incheon Launches ‘i(Global) Delivery’ Support Program in Full Swing; Mayor Yoo Kicks Off the Program by Personally Packing and Sending a Parcel

Incheon Metropolitan City (Mayor Yoo Jeong-bok) announced on Mar. 24 that it signed a memorandum of understanding (MOU) with the Korea Post Gyeongin Regional Communications Office to implement the “i(Global) Delivery and International Express Mail (EMS) Support Program.”


This agreement integrates the “Half-Priced Delivery Support Program for Small Businesses” run by Incheon City and the EMS discount support project by Korea Post, aiming to enhance logistics competitiveness for small businesses and SMEs, and improve the living conditions for foreign residents in Incheon.


A key provision of the MOU is that small businesses and SMEs in Incheon can receive preferential EMS discounts—starting from 12% and going up to 39%—regardless of monthly usage volume, even for a single transaction. Foreign residents in Incheon are also eligible for discounts between 10% and 13%, the same benefits previously provided only to multicultural families. The agreement also includes cooperation on promoting the program and supporting the operational system for the Half-Priced Delivery initiative.


* Previously, such EMS discounts were available only to users with monthly usage exceeding ₩20 million.


The signing ceremony was attended by Incheon Mayor Yoo Jeong-bok and Korea Post Gyeongin Regional Communications Office Director Kim Kkotmaeum. After the signing, Mayor Yoo visited the Korea Post Namincheon Post Office, where he packed and sent the very first parcel under the “i(Global) Delivery” program together with foreign residents, symbolizing the meaningful start of the project. 


Meanwhile, since launching the “Half-Priced Delivery Support Program” in October of last year, Incheon has signed agreements with 5,264 businesses and has supported the shipment of over 79,451 parcels, receiving a strong response. The number of users continues to grow, and through this new agreement, more small businesses and SMEs are expected to benefit from the initiative.


After the agreement, small businesses and SMEs will go through a preparation phase, including system integration with Korea Post, as well as a pilot operation period. Starting from May 1, they will be able to officially receive the discounted shipping benefits. In contrast, foreign residents in Incheon can start receiving the benefits immediately from the agreement date as of Mar. 24, 2025.


Korea Post Gyeongin Regional Communications Office Director Kim Kkotmaeum stated, “Through this agreement, we hope to help reduce logistics costs for Incheon’s small businesses and SMEs, thereby revitalizing the local economy, while also improving living conditions for foreign residents.”


Mayor Yoo remarked, “The launch of the ‘i(Global) Delivery’ support program is expected to significantly boost the global competitiveness of local small businesses and SMEs,” adding, “It will be especially helpful for smaller businesses struggling to enter overseas markets.” He also emphasized, “This initiative will positively impact the settlement and integration of foreign residents into the local community.”


Small businesses and SMEs in Incheon wishing to participate must first register under the “Half-Priced Delivery Support Program,” then visit one of the six designated post offices (Incheon, Seoincheon, Incheon-Gyeyang, Namincheon, Incheon-Namdong, or Bupyeong) to sign an international express mail service agreement. Foreign residents in Incheon can receive the discount benefits without a contract by simply bringing their alien registration card or domestic residence report card to any post office within Incheon (including postal agencies).
