Incheon announced the opening of the ‘Era of 10 Million People in Incheon.’ It is a pledge and goal to become a world-class city beyond Korea based on Incheon's competitiveness as a global city. Incheon is starting to move toward becoming one of the world's top 10 cities. We looked back on our journey and the future we dreamed of from the starting point.
인천시는 ‘1,000만 인천 시대’의 개막을 알렸다. 인천이 지닌 글로벌 도시 경쟁력을 바탕으로 대한민국을 넘어 세계 초일류 도시로 나가겠다는 다짐이자 목표다. 세계 10대 도시를 향해 나아가기 시작한 인천. 그 출발점에서 그동안의 여정과 꿈꾸던 미래를 돌아보자.

인천시는 시민과의 약속을 지키기 위해 노력하고 있다. 오랜 숙원사업들을 풀어가기 위해 다각도로 고민하고 차근히 개발을 추진한다. 이제 인천에는 균형 있는 발전, 글로벌 허브도시 등 우리가 꿈꿔왔던 미래가 눈앞에 펼쳐질 예정이다.
#1. Normalization of Songdo Landmark Towers and Cheongna City Tower Projects | 송도랜드마크타워·청라시티타워 사업 정상화
Incheon signed a basic agreement for the Songdo Zone 6 and 8 Development Project with Blue Core Consortium, the preferred negotiating party for the construction of Incheon Tower. The agreement contains provisions to expand the scope of the international design competition to include Landmark Towers I and II, street parks, and theme park sculptures to create architecture and urban design that attract attention worldwide.
In addition, Incheon signed an ‘Agreement to Promote the Cheongna City Tower Construction Project.’ LH, the main operator for the Cheongna City Tower project, directly selected a construction company to construct the tower, and the Incheon Free Economic Zone Authority was later selected to operate the tower. The tower's exterior and height of 448m were also maintained for construction.

인천시가 인천타워 건설을 위해서 우선협상대상자인 ㈜블루코어컨소시엄과 송도 6․8공구 개발사업 기본협약을 체결했다. 협약에는 세계에서 주목하는 건축과 도시디자인을 창출하기 위해 국제디자인 공모 대상을 랜드마크타워 Ⅰ·Ⅱ, 스트리트 파크, 테마파크 조형물 등으로 확대하는 내용이 담겨 있다.
또한 인천시는 ‘청라시티타워 건설 사업 추진을 위한 협약’을 체결했다. 청라시티타워의 사업 주체인 LH가 직접 시공사를 선정해 건설하고 이후 인천경제청에서 타워를 운영하도록 변경됐으며, 타워 외관과 높이 448m도 그대로 유지해 건설하게 됐다.
#2. Baengnyeong Airport construction begins in earnest | 백령공항 건설 본격화
As the Baengnyeong Airport Construction Project passes the preliminary feasibility study, a small airport will be built on Baengnyeong Island, the northernmost part of the West Sea. Once the airport is built, you can travel from Baengnyeong Island to Gimpo Airport in one hour by 50-seat aircraft. This can solve the long-standing traffic problem of the three islands of the West Sea (Baengnyeongdo Island, Daecheongdo Island, and Socheongdo Island).
Incheon has planned to start construction in 2025, complete it in 2027, and operate 12 flights daily. It also sets up development directions around Baengnyeong Airport, including accommodation, tourism, leisure, and medical care.

백령공항 건설 사업이 예비타당성 조사를 통과함에 따라 서해 최북단 백령도에 소형 공항이 조성된다. 공항이 건설되면 백령도에서 김포공항까지 50인승 항공기로 1시간이면 이동할 수 있다. 따라서 서해 3도(백령도･대청도･소청도)의 오랜 숙원인 교통문제를 해결할 수 있다.
인천시는 2025년 착공해 2027년 완공을 목표로 잡고 1일 12편의 항공편을 편성하는 것으로 계획을 세웠으며, 백령공항 숙박과 관광, 레저, 의료 등 주변의 개발 방향을 준비하고 있다.
#3. Hosting WHO Global Bio Campus | WHO 글로벌 바이오 캠퍼스 유치
Incheon’s Songdo International City has been selected as a global human resources training hub for the bio sector by the World Health Organization (WHO). This competition was held across Korea to respond to the demand for human resources in the bio and vaccine industries and to strengthen the competitiveness of the bio industry. Five local governments submitted applications, and Incheon was finally selected after document screening and local evaluation. Incheon plans to begin building facilities in the first half of next year and pilot a bioproduction process program in the second half of the year.

인천 송도국제도시가 세계보건기구(WHO)의 글로벌 바이오 인력양성 허브로 선정됐다. 이번 공모는 바이오·백신산업 분야의 인력 수요에 대응하고 바이오산업 경쟁력 강화를 위해 국내 전체를 대상으로 진행한 것으로 5개의 지자체가 신청서를 제출했는데, 서류심사와 현지 평가를 거쳐 인천시가 최종 선정됐다. 인천시는 내년 상반기에 시설 구축을 시작하고 하반기에는 바이오 생산공정 프로그램을 시범 운영할 계획이다.
