Spotted seals bask in the warm sunlight atop rocks rising above the blue waves. In the tidal flats exposed by the receding sea, small crabs and shellfish emerge and stir with life. Across wetlands and mudflats, migratory birds descend with graceful wingspans. These landscapes are precious natural assets of Incheon and treasures that must be preserved for future generations. To protect this environment and build a sustainable city where people and nature coexist, Incheon is providing environmental education programs for its citizens.

Connecting Environmental Education to Everyday Action

친환경을 교육하고 실천으로 잇다 

Environmental education in Incheon goes far beyond textbooks; it fosters deep ecological awareness through direct engagement with nature, transforming climate consciousness into everyday action. The city offers tailored programs for all ages and backgrounds, creatively repurposing major infrastructure sites—such as the Sudokwon Landfill Site and the Yeongheung Thermal Power Plant—into powerful educational resources. Public education on climate change has expanded significantly through the Incheon Green Climate Academy, which champions localized carbon-neutrality practices. The academy empowers citizens to seamlessly integrate climate solutions into their daily routines through energy conservation, resource circularity, and low-carbon lifestyles.

환경교육은 자연과의 교감을 통해 생태적 감수성을 키우고, 일상에서 환경보호 활동을 실천할 수 있도록 돕기 위해 추진됐다. 인천은 유아부터 성인까지 생애주기별 맞춤형 교육을 운영하고, 수도권매립지와 영흥화력발전소 등 지역의 주요 환경 현장을 교육 자원으로 활용해 왔다.

기후위기 대응을 위한 시민 교육도 확대했다. 인천은 ‘인천녹색기후아카데미’를 통해 지역 특성에 맞는 기후위기 대응 인식을 확산하고, 일상 속 탄소중립 실천을 독려했다. 시민들이 기후변화를 추상적인 환경 문제가 아닌 생활과 연결된 과제로 이해하고, 에너지 절약과 자원순환, 저탄소 생활 실천으로 옮길 수 있도록 돕는 과정이다. 

This experiential learning thrives outdoors. Incheon has expanded its immersive, participatory programs, allowing citizens to observe and experience the local ecosystem firsthand through initiatives like the Mobile Environmental Classroom, Park Eco-Tours, and BioBlitz biodiversity surveys. Through these hands-on encounters, residents naturally deepen their investment in environmental preservation. Simultaneously, professional training for young people and industrial sectors is being expanded. Specialized graduate programs within the Green Convergence Cluster in Seo-gu are currently cultivating the next generation of green-industry pioneers, while tailored safety and carbon-neutrality modules are actively elevating environmental response capabilities across the city’s industrial zones.

교육은 교실 안에만 머물지 않는다. 인천은 단순한 강의식 교육을 넘어 시민들이 직접 보고, 걷고, 관찰하고, 체험하는 참여형 프로그램을 확대했다. 찾아가는 시민환경교실과 공원 에코티어링, 바이오블리츠 등이 대표적이다. 시민들은 공원과 생활공간에서 생태를 관찰하고 환경 보호 활동에 참여하며 자연스럽게 자연환경에 대한 이해와 관심을 넓혀가고 있다. 청년과 산업현장을 대상으로 한 전문 교육도 강화되고 있다. 서구 강소특구를 중심으로 창업 벤처 녹색융합클러스터 내 대학원 과정이 운영되며 녹색산업 분야의 전문 인재를 양성하고 있다. 이와 함께 화학물질 취급사업장 안전관리 교육과 비산먼지 발생사업장 교육, 배출사업장 탄소중립 교육 등을 통해 산업 현장의 환경 대응 역량도 높이는 중이다.

Incheon Takes Another Giant Step Toward Becoming an Eco-City

인천, 생태도시로 한걸음 더 나아가다

In November 2025, Incheon was officially redesignated as an “Environmental Education City” by the Ministry of Environment. Building on its initial selection in 2022, Incheon has once again made history as the first metropolitan government in South Korea to secure this prestigious redesignation consecutively.

지난해 11월, 인천은 또 하나의 성과를 이뤄냈다. 기후에너지환경부가 운영하는 환경교육도시로 다시 선정된 것이다. 특히 2022년 최초로 지정에 이어, 이번에도 전국 광역자치단체 중 최초로 환경교육도시 재지정을 받았다는 점에서 의미가 크다.

The Environmental Education City title is awarded exclusively to local governments demonstrating strong environmental education systems and community achievements. The initiative aims to strengthen regional climate response capabilities and accelerate public environmental action. Incheon received exceptionally high marks for pioneering a sustainable, localized education model that effectively uses regional assets.

환경교육도시는 지역의 환경교육 추진 기반과 성과가 우수한 지자체를 대상으로 지정하는 제도다. 지역 중심의 기후위기 대응 역량을 높이고, 시민의 환경 의식과 실천을 확산하기 위해 마련됐다. 이번 재지정은 인천이 지역 자원을 활용한 맞춤형 교육체계를 구축하고, 지속가능한 환경교육 모델을 정립해 왔다는 점에서 높은 평가를 받은 결과다.

Crucially, Incheon’s environmental strategy has evolved past standard government-led initiatives. Built on a robust, citizen-centric ecological governance model that unites schools, civic groups, private enterprises, and public institutions, the city has successfully created a collaborative ecosystem in which administration and civil society learn and act in unison. Armed with this new designation, Incheon is poised to further cultivate an inclusive “environmental community” in which all sectors cooperate to build a sustainable tomorrow.

무엇보다 인천의 환경 교육은 행정만의 사업에 머물지 않았다. 시와 교육청, 시민단체, 학교, 기업이 함께 참여하는 ‘시민참여형 생태 거버넌스’를 바탕으로 추진됐다. 시 교육청은 학교 생태전환교육을 활성화해 학생들의 환경 감수성을 높였으며, 시민단체는 환경교육 네트워크를 중심으로 시민 주도 교육과 실천운동을 전개했다. 이를 통해 인천은 행정, 교육, 시민사회가  함께 배우고 실천하는 협력형 환경교육 도시모델을 정착시켜 왔다.

환경교육도시 재지정을 계기로 인천은 앞으로도 기후에너지환경부의 행‧재정적 지원을 바탕으로 학교, 시민, 기업, 행정이 함께 참여하는 ‘환경공동체 인천’을 더욱 구체화해 나가 예정이다.

Every year, countless  migratory birds grace the skies of Incheon. After epic, exhausting journeys across the globe, they find sanctuary upon the calm waters and vast tidal flats of the region. For these winged travelers, the mudflats are far more than simple rest stops—they are vital lifelines where they feed, replenish their energy, and build the strength required for the next leg of their migration.

인천의 하늘에는 해마다 수많은 철새가 날아든다. 긴 이동을 이어온 새들은 잔잔한 물결과 드넓은 갯벌 위에 내려앉아 잠시 숨을 고른다. 갯벌은 그들에게 단순한 경유지가 아니다. 먹이를 찾고 체력을 회복하며, 다음 여정을 준비하는 생명의 쉼터다.

The East Asian–Australasian Flyway is one of the world’s nine major avian migration corridors, connecting 22 countries from the Russian Far East and Alaska to Australia and New Zealand. Over 50 globally endangered bird species depend on this network of wetlands and coastal flats to survive.

동아시아-대양주 철새 이동 경로는 세계 9대 주요 철새 이동 경로 가운데 하나다. 러시아 극동과 알래스카에서 호주와 뉴질랜드까지 22개 국가를 잇고, 여러 국가의 습지와 갯벌을 하나의 생태 네트워크로 연결한다. 이 경로를 따라 수많은 철새가 이동하며 그중에는 세계적으로 보호가 필요한 50여종의 멸종위기종도 포함돼 있다. 

Positioned at a critical juncture along this corridor, Incheon’s tidal flats offer an irreplaceable haven. Rare and magnificent species, including the globally endangered spoon-billed sandpiper and the iconic black-faced spoonbill, gather here to nest, forage, and rest before continuing their incredible journeys.

인천의 갯벌은 이 거대한 이동 경로에서 중요한 중간 기착지 역할을 한다. 특히 저어새와 멸종위기종인 넓적부리도요 같은 희귀 철새들이 둥지를 틀거나 먹이를 찾는 공간이기도 하다. 붉은어깨도요와 큰뒷부리도요, 민물도요, 알락꼬리마도요, 검은머리갈매기, 개꿩, 좀도요 등 다양한 철새들도 긴 이동 중 인천의 갯벌에서 쉬며 다시 날아오를 힘을 얻는다.

An Ecological Haven: Meeting the Black-faced Spoonbill

Instantly recognizable by the black facial markings around its eyes and its distinctively wide, spoon-shaped bill, the black-faced spoonbill is a critically endangered species protected by international conservation laws. Nestled near the Namdong Reservoir, the Black-faced Spoonbill Eco-Learning Center offers visitors a rare, up-close opportunity to observe these majestic birds in their natural habitat while learning about regional ecology.

검은 얼굴에 넓적한 부리를 가진 저어새는 세계적으로 보호가 필요한 멸종위기 조류다. 인천에는 저어새를 비롯해 갈매기, 도요새 등을 다양한 새들을 관찰하며 생태의 가치를 배울 수 있는 공간이 있다. 바로 남동유수지 인근에 자리한 저어새 생태학습관이다.

Through immersive exhibitions and interactive displays, the center offers a fascinating look at the spoonbills’ complex life cycles, migratory pathways, and breeding habits, as well as the profound environmental value of the surrounding wetlands. Curated educational programs designed especially for young visitors have also made the center a highly popular weekend destination for families.

저어새 생태학습관에서는 저어새의 생태와 이동 경로, 번식 과정은 물론 갯벌이 지닌 환경적 가치까지 다양한 자료와 체험 콘텐츠를 통해 쉽게 이해할 수 있다. 특히 아이들의 눈높이에 맞춘 전시와 교육 프로그램이 마련돼 있어 가족 단위 방문객들에게도 좋은 생태학습 공간이 되고 있다.

Inside, vivid multimedia exhibits portray the daily behavior of the spoonbills—from their synchronized feeding habits to how they raise their young. Beyond the birds themselves, the center serves as a gateway to understanding the entire mudflat ecosystem, offering robust handson programming, including guided birdwatching excursions and youthfocused environmental activities designed to inspire the next generation of conservationists.

학습관에 들어서면 저어새의 생활 모습을 담은 전시와 영상 콘텐츠가 먼저 눈길을 끈다. 먹이를 찾는 모습부터 새끼를 돌보는 과정까지 생생하게 담아낸 자료들은 저어새의 삶을 보다 가깝게 느끼게 한다. 이와 함께 갯벌 생태계와 철새의 이동 경로, 환경 보전의 중요성을 소개하며 생태 감수성을 키울 수 있도록 돕는다.

체험 중심 프로그램도 활발하게 운영된다. 어린이와 청소년을 대상으로 한 생태교육, 탐조 활동, 환경 체험 프로그램 등을 통해 자연을 직접 관찰하고 배우는 시간을 갖는다.
