Cities connect to the world through people. 

The Honorary Consulate of Peru, newly opened in Namdong-gu, Incheon, marks the beginning of a new relationship linking two cities and two nations. 

An engineer who has worked hard around the world in infrastructure engineering for 37 years now connects Incheon and Peru with the title of ‘Honorary Consul.’ 

This interview captures the bond of trust rather than the authority of the title and the depth of relationships beyond the magnitude of achievements. 

도시는 언제나 사람을 통해 세계와 연결된다. 

인천 남동구에 문을 연 페루 명예총영사관은 단순한 외교 공간을 넘어, 두 도시와 국가를 잇는 새로운 관계의 출발점이다. 

37년간 인프라 엔지니어링 현장에서 땀과 도면으로 세계를 누벼온 한 엔지니어가 이제 ‘명예총영사’라는 이름으로 인천과 페루를 잇는다. 

이 인터뷰는 직함의 무게보다 신뢰의 결, 성과의 크기보다 관계의 깊이를 기록한다.

“I hope to become a small link connecting Incheon and Peru. Building on that trust, I want to help expand meaningful economic and cultural exchanges between Incheon and Peru, and contribute to a deeper mutual understanding between the people of our two countries.”

“인천과 페루를 잇는 작은 연결 고리가 되고 싶습니다. 이제 그 신뢰를 바탕으로 인천과 페루 간 실질적인 경제, 문화 교류를 확대하고, 양국 국민이 서로를 더 깊이 이해할 수 있도록 기여하고 싶습니다.”

Diplomacy Shaped by a Lifetime of Experience

사람의 이력으로 완성된 외교

For Honorary Consul Kim Yong-gu, this appointment means more than just personal recognition—it’s closer to a duty shaped by years of experience. His over 37 years of experience in infrastructure engineering at Dohwa Engineering, his long-standing connection to Incheon from his undergraduate and graduate studies at Inha University, and his direct involvement in projects like the Incheon International Airport hinterland complex and Yeongjong Island development have given him a deep understanding of the city. Coupled with years of consistent work in Peru, these experiences have earned him the trust of the Peruvian government.

“I want to use this trust to help Incheon and Peru better understand each other.” His words are calm, but the direction is clear.

김용구 명예총영사에게 이번 임명은 개인의 영광을 넘어, 시간의 축적이 부르는 책임에 가깝다. 도화엔지니어링에서 37년 이상 쌓아온 인프라 엔지니어링의 경험, 인하대학교와 대학원 시절부터 이어진 인천과의 인연, 인천국제공항 배후단지와 영종도 개발 사업에 참여하며 몸으로 익힌 도시의 언어, 여기에 페루 현장에서의 꾸준한 사업 수행이 더해지며, 그는 페루 정부 로부터 신뢰를 얻었다.

“이 신뢰를 인천과 페루가 서로를 더 잘 이해하는 데 쓰고 싶습니다.” 그의 말은 담담하지만 방향은 분명하다.

An Honorary Consul Grounded in the Field

Rather than taking a leading role in high-profile diplomacy, an honorary consul’s job is to strengthen the connections of exchange, from providing consular support for Peruvian citizens to helping Korean companies enter Peru, promoting investment cooperation, advancing cultural exchange, and building networks between governments and institutions. He emphasizes creating tangible connections, especially in infrastructure engineering—the field he knows best. It is an approach that values practical action over words and execution over declarations.

The meeting between the Mayor of Incheon and the Peruvian Ambassador to Korea marked the starting point. Turning the next page, he believes, is the responsibility of those who understand the field. He describes himself as a ‘small link’—helping Incheonbased companies understand the Peruvian market, identifying opportunities for infrastructure projects, and supporting investment attraction and cultural exchange in Peru. His goal is to build sustainable models of cooperation, not one-time events.

명예총영사는 화려한 외교의 전면에 서기보다, 교류의 이음새를 단단히 하는 자리다. 페루 국민을 위한 영사 지원, 한국 기업의 페루 진출과 투자협력, 문화·교류의 촉진 그리고 정부와 기관을 잇는 네트워킹까지. 그는 특히 자신이 가장 잘 아는 영역인 인프라 엔지니어링 분야에서 실질적인 연결을 만들어가겠다고 말한다. 말보다 현장을, 선언보다 실행을 믿는 태도다.

인천시장과 주한 페루대사의 만남은 출발선이었다. 그 다음 장은 넘기는 역할은 현장을 아는 사람의 몫이다. 그는 자신을 ‘작은 연결 고리’라 부른다. 인천 기업이 페루 시장을 이해하도록 돕고, 인프라 프로젝트의 기회를 발굴하며 페루의 투자 유치와 문화 교류를 지원하는 역할. 단발의 이벤트가 아닌 지속 가능한 협력 모델을 만드는 것이 그의 목표다.

Trust Built on Half a Century of Engineering

반세기 기술이 만든 신뢰

Founded in 1957, Dohwa Engineering is a significant part of Korea’s engineering history. With 3,000 professionals working in Korea and 400 overseas at global project sites, the company also operates in Peru with a team of around 160, made up of both Korean and local engineers working together.

Since joining the company in 1989, he has been involved in design and supervision, planning and management, and overseas business, growing

alongside the organization. A turning point occurred with the Chinchero New Airport PMO Project in Peru in 2019. Since then, he has secured over 100 contracts in Peru alone, establishing a ‘record of long-term trust’ rather than ‘one-time success.’

Kim says, “Technology is essential, but trust is what truly matters.”

1957년 설립된 도화엔지니어링은 한국 엔지니어링의 역사다. 국내 3,000명, 해외 400명의 인력이 전 세계 현장에서 일하고 있으며 페루에는 한국과 현지 인력을 합쳐 약 160명이 함께 호흡하고 있다. 1989년 입사 이후 설계와 감리, 기획과 경영, 해외사업을 두루 거치며 그는 회사의 성장 곡선을 함께 그려왔다. 전환점은 2019년 페루 친체로 신공항 PMO프로젝트였다. 이후 페루에서만 100건의 계약을 성사시키며, ‘한 번의 성공’이 아닌 ‘오래 신뢰 받아온 기록’을 만들어냈다.

Actions That Drive Exchange

교류를 움직이는 실천들

He is currently collaborating with the Peruvian Embassy in Korea to organize business seminars for Korean companies, share infrastructure information, match projects, and plan cultural exchange events that highlight food, music, and tourism. He believes that diplomacy thrives not at desks but where people gather.

His advice is clear: prioritize understanding over speed and relationships over contracts. Thoroughly understand the structures of central and local governments and institutions, and identify reliable local partners. Value cultural differences and adopt a long-term perspective.

In the early stages, actively seek public support like embassies and KOTRA. Each point is based on handson experience from the field.

현재 그는 주한 페루대사관과 함께 한국 기업을 대상으로 한 비즈니스 세미나, 인프라 정보 공유와 프로젝트 매칭, 음식·음악·관광을 잇는 문화 교류 이벤트를 준비하고 있다. 외교는 책상 위가 아니라, 사람이 모이는 자리에서 살아난다는 믿음 때문이다. 그가 전하는 조언은 간결하다. 

속도보다 이해, 계약보다 관계. 

중앙정부와 지방정부, 기관 간 구조를 충분히 읽고 신뢰할 수 있는 현지 파트너를 찾을 것.

문화적 차이를 존중하며 장기적 관점으로 접근할 것. 

초기에는 대사관과 KOTRA 등 공적 지원을 적극 활용할 것. 모두 현장에서 길어 올린 경험의 요약이다.

Kindred Cities, Open Possibilities

닮은 도시, 열린 가능성

Incheon and Peru share similarities: ports that act as gateways to international trade, hubs for aviation and logistics, rapid urban expansion, and significant demand for infrastructure development. These shared qualities create a common foundation that supports future economic and cultural collaboration. 

To Peruvian citizens, he recommends Incheon International Airport and Songdo Central Park. To Incheon residents, he suggests Lima and Cusco. One represents a city of advanced technology and sustainability; the other, a layered landscape of time shaped by Inca civilization and nature.

인천과 페루는 닮았다. 국제 무역의 관문인 항만, 항공·물류 허브, 빠른 도시 성장과 높은 인

프라 개발 수요. 이 공통점은 앞으로 경제·문화 협력을 가능하게 하는 언어가 된다.

페루 시민들에게는 인천국제공항과 송도 센트럴 파크를, 인천 시민들에게는 리마와 쿠스코를

권한다. 한쪽은 첨단과 친환경의 도시고, 다른 한쪽은 잉카 문명과 자연이 겹겹이 쌓인 시간

의 풍경이다.

Diplomacy knows no borders, but it always starts with trust from an individual. 

May the quiet steps taken by Honorary Consul Kim Yong-gu in Incheon cross the Pacific and pave the way for lasting collaboration. 

As Incheon and Peru work toward better mutual understanding, today’s connection begins here.
