According to the Incheon Metropolitan City on the 16th, the government announced 13 major policies in four strategies, 'measures to strengthen competitiveness of the aviation maintenance industry,' with the goal of fostering and supporting Incheon for the complex aviation maintenance business field through the ‘43rd Emergency Economy Central Countermeasures Headquarters Meeting’ held on the 12th.
According to the results of the specific meeting, the government is planning to support the development of specialized fields for each region in order to prevent overlapping investments among MRO clusters that are being dispersed and promoted by region, and Incheon International Airport has decided to attract overseas MRO companies.
In advance, Incheon Metropolitan City is concentrating on attracting overseas companies to revitalize the MRO industry. Since 2018, the first year of the 7th popular election, it has been proceeding to attract aircraft remodeling projects of the IAI Israel, and successfully completed it even in the midst of the COVID-19 pandemic.
Incheon Metropolitan City is also promoting to attract US cargo airlines' heavy maintenance Asian hub and Korean Air's integrated aircraft engine maintenance cluster.

This is a reorganization of the business structure to transform Incheon into a global high-value-added aviation maintenance center.
In this regard, Incheon Metropolitan City plans to take this government policy as an opportunity to intensively foster the 'Incheon aviation industry' and make it a core industry that will lead the Incheon economy along with the 'Bio industry'.
'Technology advancement and business diversification,' which is promoted by the manufacturing industry (a car-centered industry), which is the central root industry of Incheon’s industrial structure, will be supported by the aviation industry with high added value and job creation effect.

Especially, it was decided to the urban acceptability of the Urban Air Mobility system(UAM), where the automobile industry and the aviation industry converge. Through this, the government plans to develop into a city that utilizes UAM the fastest in the world in 2025, which is the time of commercialization of UAM promoted by the government, so that the high-tech aviation industry linked with the automobile industry will lead the root industry.
To this end, the project to analyze the sky route of Incheon's inner city and convert it into a digital twin system will be phased from 2021 to 2025. This year, a project to build an 'Incheon-style Urban Air Mobility (UAM) platform' is being proceeded.
Skyworks Aeronautics Corp., a U.S.-based UAM aircraft developer that utilizes unrivaled technology for gyroplanes, Mobius Energy Consortium, which develops UAM batteries, and Korean Air are planning to conduct demonstration flights and commercialization tests in Incheon from 2022 based on the ‘Incheon-type UAM platform’.

Taking advantage of the higher value-added industry and the labor-intensive aviation industry with high employment effects, the Incheon Metropolitan City plans to support technical education for high school students to college students, unemployed people and employees throughout the entire cycle as an ‘Aviation Industry Ladder Education System’ from 2021. Through this, 1270 aviation industry experts will be fostered in earnest annually.

Especially, Incheon’s ‘Aviation Industry Ladder Education System’ is expected to support the government’s plan to increase jobs by 23,000 by 2030, presented in the ‘Aviation Maintenance Industry Competitiveness Reinforcement Plan’, as the education and training of about 670 people, excluding those in the aviation industry, as the youth education.

In addition, the Incheon Metropolitan City Office of Education and Aerospace Meister High School will be established for systematic education for the future young manpower. From 2025, it plans to train 384 young manpower from aviation maintenance, urban air transportation, and the space industry, and to support the existing Jeongseok Aviation High School and Korea Polytechnic Aviation Maintenance Specialized Campus (South part of Incheon Campus).
In addition, the Incheon Metropolitan City has selected three innovative companies through the UAM-related start-up support program, and these companies will meet with global investors in Los Angeles, USA and Paris, France from September to November to attract investment to grow into unicorn companies.
