Incheon Metropolitan City is planning to establish a plan to find a solution for the current issues as well as setting up a principle for the modern cultural heritage management.
Incheon Metropolitan City held the first ‘Modern cultural heritage management Task Force’ conference on the last 5th, to discuss implementing registration of Salt Storage at the Open Port and Ongjin-gun Scholarship Hallas cultural properties, and ways to preserve and utilize the modern cultural heritage, which has become the current issue.

The participants of the conference recognized that setting up a direction for the principles(support, utilization and purchasing, etc.) for the Incheon Metropolitan City’s modern cultural heritage is important in order to utilize and support management of the modern cultural heritage. They agreed that there is a need for promotion on finding value in the modern building that embodies the identity of the area, and form a consensus among the citizens.
The participants recognized that there is not enough appreciation for the value of the modern cultural heritage, which often leads to result in social conflict. They discussed the ongoing issue on how to preserve and utilize the modern cultural heritage in the conference.
▲ In order to register Salt Storage and Ong-Jin Scholarship Hall as cultural properties, TF is planning to consider the significance of the Salt Storage and utilization possibility of the Ongjin-gun Scholarship Hall. Ongjin-gun Scholarship Hall has significance in that this is a western style residence and an educational facility built during the Japanese colonization era.
The recent issues are the labor cultural assets, such as: ▷ How to evaluate and utilize the Camp Market, Armory Hospital and Salt Storage at the Open Port which are all heritage of the Japanese colonization era ▷ Whether to leave or remove Ong-Jin Scholarship Hall of Incheon, and how to evaluate and utilize Aekwan Theater ▷ Whether to preserve or move the Incheon Urban Industrial Mission Center. The building assets related to democratization and labor movement are under overall inspection for preservation and management.
Also, the participants agreed that there is a need to prepare a survey report from the expert group on the modern cultural heritage.

The Task Force is planning to research the significance of Salt Storage and possibility of utilizing Ongjin-gun Scholarship Hall, to register them as the city’s cultural property. Salt Storage is the center foreign concession in Incheon Open Port and has its significance in the architectural style because it was built in western residence style during the Japanese colonial period. Experts are going to prepare an inspection report on evaluation of the characteristics and ways to utilize them through an extensive investigation.

They are planning to evaluate its value as a cultural property based on its use and historical significance through the ages and consider overall preservation condition.

As for Aekwan Theater, they are going to proceed with caution based on the results on its evaluation and ways to utilize it.

The city established a TF for the Incheon modern cultural heritage management last September, as damage on the modern cultural heritage happens in the process of urbanization in the form of redevelopment and re-establishment, and more social conflict on their value is caused between parties who want to preserve them and sacrifice for development.
