Incheon Metropolitan City requested the Korea Expressway Corporation to consider the construction of underground road for the Second Gyeongin Expressway (Neunghae IC ~ Hagik JC section) in order to create a pleasant residential environment in the ‘Yonghyeon/Hagik Urban Development Project Zone’ currently under development.

The Second Gyeongin Expressway (NeunghaeIC ~ Hagik JC section) is a gateway for transporting cargo from Incheon Port to the whole country, and is used by an average of 57,000 vehicles per day, or approximately 21 million vehicles per year.

At the time of the opening of the highway in 1994, the area around Neunghae IC ~ Hagik JC was not a big problem because it was concentrated with factories, etc., but as urban development projects were carried out and residential facilities were located, the Second Gyeongin Expressway, which was installed in the form of a bridge, has become a facility that disturbs the residential environment by generating noise and dust and damaging the landscape.

Currently, around the Second Gyeongin Expressway (Neunghae IC ~ Hagik JCsection), the Yonghyeon/Hagik district urban development project is in progress, and last year, four block projects were completed, including SK Sky View, Hagik Doosan We've, Hillstate Hagik, and ExLLu Tower, and residents have moved in.

In addition, on the site that OCI Company Ltd. has moved to the outside near the Second Gyeongin Expressway, site development work for the construction of apartment houses has been in progress since 2020.

In the case of 1 block immediately adjacent to the highway, occupancy will start from March 2024, and approximately 13,000 households will move in adjacent to both sides of the highway by 2025.

Accordingly, Incheon Metropolitan City is devising measures to improve infrastructure such as roads, railroads, andparks so that it can have a suitable environment as a residence.

This request for underground construction of the Second Gyeongin Expressway is also to improve the current form of expressway that damages the residential environment, such as disconnection of urban space, generation of noise and dust, and damage to the landscape.

The city of Incheon judged that, although it will be difficult to build an underground road for the section after Hagik JC, where the Incheon Bridge access road is connected, it will be possible to meet the expressway design standards (3% longitudinal slope) even if the section from Neunghae IC to HagikJC, which is the passage section of the urban development project zone, is built as an underground road.

The section between Neunghae IC and HagikJC was incorporated into the Second Gyeongin Expressway following the highway route reorganization in 2001, after the opening of the Seohaean Expressway in1994.
