Stopped Sungin Underpass, the first shoveling in 20 years

Total opening of ‘connecting road between Sinheung-dong, Jung-gu and Songhyeon-dong, Dong-gu’ in 2025

Incheon's long-standing conflict and challenge, the Sungin Underpass, started full-scale construction with the first shoveling in 20 years of project promotion.

On the 15th, Incheon Metropolitan City held a groundbreaking ceremony for‘Sungin Underpass and Connecting Road Construction’ for section 3, the last remaining section of a total of 4 sections of the ‘connecting road between Sinheung-dong, Jung-gu and Songhyeon-dong, Dong-gu’ in Yulmok-dong, Jung-gu and Geumgok-dong, Dong-gu.

The groundbreaking ceremony was attended by around 100 key figures and resident representatives, including Incheon Metropolitan City Mayor Park Namchoon, as well as local councilors.

As for the ‘connecting road between Sinheung-dong, Jung-gu and Songhyeon-dong, Dong-gu’, also called ‘Baedari Penetration Road’, is 2.92 km long and 50-70 m wide, construction started in 2001 after the approval of the implementation plan was announced in 1999 for the balanced development of Yeonsu-gu, Jung-gu, Dong-gu, and Seo-gu regions by securing a street network on the north and south sides of Incheon Metropolitan City.

After that, most of the construction of the connecting road was completed by2011, except for the section of the Sungin Underpass (section 3, 725m), which started on the same day, and a budget of 161.6 billion won had already been invested.

 

However, the construction of the Sungin Underpass, which was scheduled to be carried out from 2010, was not completed due to opposition from local residents, such as inconvenient passage for the elderly, concerns about disconnection due to regional segregation, and deterioration of the residential environment.

In this regard, Mayor Park ordered that special measures be devised through more conversations with the local residents, and accordingly, the City proceeded with a deliberation process to find a reasonable coexistence method, such as in-depth discussions on the problems raised by residents through continuous consultations with the Residents Countermeasures Committee and meetings with residents of each Dong, and presenting fundamental solutions.

Such persistent efforts led to an agreement with the local residents through a public-private mutual cooperation agreement with local residents, together with representatives of local residents in Dong-gu in August 2019 and in Jung-gu in2022, and began to unravel the clue to solving the problem of the ‘connecting road between Sinheung-dong, Jung-gu and Songhyeon-dong, Dong-gu’.

When the Sungin Underpass construction is completed in 2025, the ‘connecting road between Sinheung-dong, Jung-gu and Songhyeon-dong, Dong-gu’ is expected to be fully opened by the end of 2025.
