Budget Shortfalls Hit Incheon’s Seo-gu and Geomdan-gu Amid Administrative Reorganization

Seo-gu and Geomdan-gu are facing growing financial pressure ahead of Incheon City's administrative restructuring, set to take effect on July 1.

According to the transition committee of Kim Jin-kyu, the incoming head of Geomdan-gu, the new district is set to receive approximately 336 billion won from Seo-gu's budget this year.

However, officials say that once funds are allocated to non-discretionary, top-priority expenditures such as basic livelihood benefits and civil servant salaries, some essential projects cannot be included in the budget.

The financial outlook is even more severe for Seohae-gu, which will be created when the Geomdan area is split from Seo-gu and the remaining district is renamed.

The two districts plan to secure additional funding through supplementary budgets, but given their current revenue and spending levels, the shortfall is unlikely to be covered through local resources alone.

Incheon City Launches On-Site Support for Small Business Owners Facing Franchise Disputes

Incheon City is stepping up its on-site legal consultation services for small business owners struggling with disputes involving franchise headquarters.

As the economic slowdown continues, more small business owners are terminating franchise agreements early due to declining profits, often facing excessive penalty fees and complex legal procedures on their own.

In response, the city plans to expand its on-site support services, under which officials will visit affected businesses directly to provide tailored consultations and guidance on how to use the franchise dispute resolution system.

Applications for dispute mediation can be submitted online through the Fair Trade Dispute Mediation System, in person or by registered mail.

Incheon City Hosts Social Experiment Training Program to Address Community Challenges

Incheon City is launching the Incheon Creative Design Social Experiment Project, which applies a social experimentation approach based on interdepartmental cooperation and citizen participation.

The project aims to address a wide range of social issues arising in everyday life, moving beyond the traditional single-department response model.

To promote the expansion of the program, the city will hold a training session for public officials and citizens on June 25 at 2 p.m, led by a social experiment design expert.

The session will be held at the Business Lounge on the third floor of Michuhol Tower, Incheon Technopark.

The program was designed in response to growing recognition that complex social issues, such as smoking-related problems and conflicts among residents, cannot be solved through traditional administrative measures alone and require greater public participation.

Through the training, Incheon City plans to expand the use of public design-based social experimentation across city administration and establish a participatory policymaking model in which citizens and government work together to define and solve community issues.
