연일 지속된 강한 장맛비에 호우주의보가 발효된 일요일 아침. 안전상황실엔 인천시 시민안전본부를 비롯한 관련 부서 전 직원이 밤샘 근무를 하며 재난안전본부를 가동하고, 소방서·경찰서 등과 지속 협업해 비 피해를 예방하는 데 사력을 다했다. 24시간 잠들지 않는 ‘인천시 안전상황실’을 찾아가 보았다.
It is Sunday morning, and a heavy rain watch has been issued due to the prolonged rainfall. All Incheon Citizen Safety Headquarters staff and related departments worked all night in the Safety Situation Room to manage the Disaster Safety Headquarters and worked hard to prevent rain damage by continuously working with fire and police stations. We went to the 'Incheon Safety Situation Room,' which is operating 24 hours a day.

‘안전상황실’은 안전 위험 요인을 실시간 모니터링하고, 사건 발생 시 관련 부서로 상황을 전해 신속한 초동 대처가 이뤄지도록 하는 안전 관리 전담 조직이다. 시청에서 유일하게 교대 근무를 하는 부서로 365일 24시간 환하게 불을 밝히고 있다.
상황실의 한쪽 벽면 전체를 가득 채운 24개의 모니터엔 인천 전역의 2만 대 CCTV, 시민들에게서 접수된 신고, 기상청 레이더 영상 등 각종 정보가 쉼 없이 보여진다. 신고가 접수되면 신고자 주변 6개의 CCTV 영상이 자동으로 뜨며, 재난 및 안전사고가 확인되면 시민에게 홈페이지, 콜센터, SNS, 시민, 방송사 등 다양한 매체를 통해 상황을 전파한다. 구급차가 출동하는 동안에도 주변 CCTV와 소방차의 영상을 동시에 띄워 확인할 수 있다. 안전상황실 전직원은 24시간 365일, 단 1초도 긴장을 늦추지 않는다.
The 'Safety Situation Room' is a safety management organization that analyzes safety risk variables in real-time and notifies linked departments of the situation in the event of an incident for a quick initial response. It is the only department in City Hall that operates on a 24-hour, 365-day basis.
Various information, such as 20,000 CCTV images from Incheon, citizen reports, and radar images from the Korea Meteorological Administration, are continuously displayed on 24 monitors that cover the entire wall of the situation room. Six CCTV images around the reporter are automatically displayed when a report is received. When a disaster or a safety accident is confirmed, the situation is communicated to residents via various media, including the homepage, call center, SNS, citizens, and broadcasting businesses. Even while the ambulance is dispatched, you can check the video of the surrounding CCTV and the fire truck by simultaneously displaying them. All Safety Situation Room staff are on alert 24 hours a day, 365 days a year.

Detecting River Level in Real-time, Intelligent Water Level Detection System
기후변화로 국지성·기습성 폭우가 빈번해지며 하천 범람의 위험이 나날이 커지고 있다. 이에 인천시는 실시간으로 하천 수위를 계측해 재난 상황을 신속하게 대응할 수 있는 ‘지능형 수위감지시스템’을 구축했다. 기존 3개 지점 외에 남동구 장수천, 부평구 갈산천, 계양구 서부간선수로, 서구 계양천 등 주거 밀집 지역 하천 교량 10개 지점에 수위 계측 센서를 추가 설치한 것. 측정된 하천의 물높이는 시청 안전상황실에 실시간으로 수신되고, 상황판에 CCTV 영상과 함께 보여진다. 측정값이 위험 수치에 도달하면 상황실에 알람이 울린다. 하천 인근 수변 산책로 등 인도가 물에 잠길 때는 '주의', 제방의 중간 지점에는 '경계', 끝 지점에 이르면 ‘위험’ 경보가 울려 접근 통제 등 선제적 조치가 가능하다.
Local and unexpected heavy rains are becoming more common as a result of climate change, and the risk of river flooding is increasing on a daily basis. Incheon City responded by developing an 'intelligent water level detection system,' which can measure river levels in real-time and respond promptly to crisis events. Water level measurement sensors were installed at ten river bridge locations in residential areas, including Jangsucheon Stream in Namdong-gu, Galsancheon Stream in Bupyeong-gu, Seobu Expressway in Gyeyang-gu, and Gyeyangcheon Stream in Seo-gu, in addition to the existing three points. The measured water level of the river is received in real-time at the city hall safety control room and is displayed on the control panel along with CCTV images. When the measured value hits a critical threshold, an alert sounds in the control room. Preventive measures such as access restriction are achievable by sounding 'caution' when sidewalks such as waterside pathways near rivers are submerged, 'warning' in the middle of the embankment, and 'danger' at the endpoint.
