An urban landscape, which visually reveals a city’s structure and character, is much like its face. Just as a person’s appearance determines a first impression, a city shows its atmosphere and image through its landscape. Incheon has continued its efforts to cultivate its face distinguishingly, while systematically documenting its changes.

도시의 구조와 성격을 시각적으로 드러내는 도시경관은 도시의 얼굴과도 같다. 사람의 인상이 첫 인상을 좌우하듯, 도시 역시 경관에 따라 고유한 분위기와 이미지를 남긴다. 인천시는 이러한 도시의 얼굴을 특색 있게 가꿔가는 동시에 그 변화를 체계적으로 기록하기 위한 노력을 꾸준히 이어오고 있다.

Recently, the project has moved beyond recording change and has captured Incheon’s images on three themes to create urban landscapes worth preserving. Let us take a good look at Incheon’s landscape recorded through the lens.

최근에는 단순한 변천 기록을 넘어, 소장하고 싶은 도시경관을 만들기 위해 세 가지 주제로 인천의 모습을 담았다. 렌즈를 통해 기록된 인천의 풍경을 차분히 들여다보자.

Layers of Beauty Shaped by Time

세월의 결을 따라 겹겹이 쌓인 아름다움

Jung-gu in Incheon, where modern architecture has been carefully preserved, retains a sense of history. Stone, wood, and red brick—materials rarely seen in today’s architecture—blend together to create a unique atmosphere. Notably, a gray granite building at the heart of the street, featuring bilateral symmetry centered around its small dome and entrance arch, projects a majestic presence. Originally constructed as a Japanese consulate, the Jung-gu Office still showcases its modernist style and long horizontal windows, even after expansions and remodels. Nearby, there’s a cathedral reminiscent of a small European town. Three Romanesque bell towers, red brick, and white granite complete Jung-gu’s distinctive vintage landscape.

근대 건축물이 잘 보존되어 있는 인천 중구는 시간의 깊이가 고스란히 남아 있는 공간이다.

현대 건축에서는 쉽게 보기 힘든 돌과 나무, 붉은 벽돌이 어우러져 독특한 분위기를 만들어낸다. 특히 거리 중앙에 자리한 회백색 화강암 건물은 작은 돔과 현관 아치를 중심으로 좌우 대칭을 이루며 장엄한 인상을 준다. 일본 영사관으로 지어졌던 중구청 건물은 증축과 리모델링을 거쳤지만, 모더니즘 건축양식과 수평으로 길게 이어진 창의 형태는 지금까지도 잘 보존돼 있다. 인근에는 유럽의 작은 마을을 떠올리게 하는 성당도 자리한다. 로마네스크 양식의 세 개 종탑과 붉은 벽돌, 흰 화강석이 조화를 이루며 중구만의 고풍스러운 풍경을 완성한다.

Quiet and Romance Woven into the Islands

섬 곳곳에 스며들어 있는 고요와 낭만 

With countless treasure-like islands, Incheon itself is a treasure trove of landscapes. Each island offers a unique scene shaped by nature over time. Coastlines lined with white sand beaches, small rocks, and tiny docks along the seashore create picturesque views. Expansive tidal flats revealed at low tide provide the simple pleasure of watching clams and crabs. The islands’ mountains and forests enhance the experience. Sunlight filtering through trees and the sea stretching beyond are landscapes that can be fully felt only here. At night, stars glitter across the dark sky, revealing another side of the islands that is unseen during the day.

수많은 보물 같은 섬을 품고 있는 인천은 그 자체로 하나의 풍경 아카이브다. 섬마다 오랜 세월 자연이 빚어낸 고유한 경관이 자리하고 있다. 하얀 모래사장과 작은 바위가 어우러진 해안선, 바닷가를 따라 이어지는 아담한 포구는 한 폭의 그림 같은 장면을 연출한다. 썰물 때 드러나는 광활한 갯벌에서는 조개와 게를 관찰하는 소소한 즐거움도 만날 수 있다. 섬의 산과 숲 또한 빼놓을 수 없다. 나무 사이로 스며드는 햇살과 그 너머로 펼쳐진 바다의 모습은 이곳에서만 온전히 느낄 수 있는 풍경이다. 밤이 되면 칠흑 같은 어둠 위로 별빛이 쏟아지듯 반짝이며, 낮과는 또 다른 섬의 얼굴을 보여준다.

As darkness falls, downtown Incheon transforms its appearance. The nightscape of Songdo International City is one of the most iconic sights in Incheon. The silhouettes of lights from landmarks like POSCO Tower, Tri-Bowl, and G-Tower reflect on the lake in Central Park, creating a beautiful scene. Incheon Bridge, lit up at night, offers another stunning view. The combination of the bridge’s pylons and shimmering lights has become a favorite spot for photographers. There are also places that craft unique nightscapes where people gather. Wolmido Island, lively with its amusement park and shops open late, and Sorae Port, glowing with lights from the busy fish market, complete Incheon’s vibrant nighttime scenery.

어둠이 내려앉으면 인천의 도심은 또 다른 표정을 드러낸다. 그중 송도국제도시의 야경은 인천을 대표하는 풍경으로 꼽힌다. 포스코타워, 트라이보울, G타워 등의 개성 있는 건축물이 만들어내는 빛의 실루엣은 센트럴파크의 호수 위로 번지며 그림 같은 장면을 연출한다. 밤마다 가로지르는 인천대교 역시 빼놓을 수 없다. 다리의 주탑과 화려한 조명이 어우러진 풍경은 사진작가들 사이에서 이미 명소로 자리 잡았다. 사람들의 발길이 이어지며 특별한 밤 풍경이 만들어지는 곳도 있다. 야간까지 운영되는 놀이공원과 상점이 모인 월미도, 활기찬 어시장의 불빛으로 밤을 밝히는 소래포구는 인천만의 생동감 있는 야경을 완성한다.

Documenting the City’s Changes Through Photographs

도시의 변화를 사진으로 기록하다

Incheon has been conducting the Urban Landscape Documentation Project to preserve records of a rapidly changing city. Using media and photographs, the project objectively documents Incheon’s major landscapes every five years, archiving the city’s images from different periods. Launched in 2008, the third phase of the documentation project was completed at the end of last year.

The first phase was significant because it laid the foundation for systematic documentation by defining, for the first time, the targets of landscape recording. The second phase developed a sustainable landscape recording system through creating a record database and management system. These efforts received nationwide recognition when the project was chosen as the best practice in the Ministry of Land, Infrastructure and Transport’s 2019 Landscape Administration Best Practices Competition.

인천시는 빠르게 변화하는 도시를 기록으로 남기기 위해 ‘도시경관 기록화 사업’을 추진하고 있다. 이 사업은 5년마다 인천의 주요 경관을 사진이라는 매체를 통해 객관적으로 기록해 시대별 도시 모습을 자료로 보존하기 위한 것이다. 2008년부터 시작해 지난해 말 제3차 기록화 사업을 마무리했다. 

제1차 사업은 경관기록 대상을 처음으로 규정하며 체계적인 기록의 출발점을 마련했다는 점에서 의의가 크다. 이어 진행된 제2차 사업에서는 기록물 데이터베이스(DB) 구축과 관리 시스템개발을 통해 지속 가능한 경관 기록 체계를 마련했다. 이러한 성과는 국토교통부가 주관한 ‘2019년 경관행정 우수사례 경진대회’에서 최우수 사례로 선정되며 전국적으로 인정받았다. 

The third phase aimed to further improve documentation quality. GIS-based metadata was prepared beforehand, and shooting plans were shared to produce results suitable for landscape recording. During shooting, metadata was reviewed in real time to adjust shooting angles and altitudes, enhancing the quality of photographs.

Furthermore, by analyzing the results from the first and second rounds of recording and prioritizing filming locations, we enhanced the continuity and visibility of the records. To diversify the recording methods, we also introduced VR filming.

Public participation was further expanded. By operating “Incheon Zoom-In,” a group of 57 citizen photographers documented Incheon’s landscapes, producing recordings of 60 key sites. Incheon’s landscapes at different times and in various spaces, including sunrises, sunsets, and nightscapes on islands, modern buildings, city changes, and Incheon’s top ten nightscape spots, were also captured during special photo shoots with two professional photographers operating in Incheon. Additionally, the photo disclosure policy was upgraded from Korea Open Government License Type 2 to Type 1, allowing anyone to download and use original images, greatly enhancing accessibility and usability. The Urban Landscape Documentation Project will continue, faithfully recording Incheon’s ongoing transformation and serving as a public record that links the city’s present with its future.

제3차 사업은 기록의 완성도를 한 단계 끌어올리는 데 초점을 맞췄다. 촬영에 앞서 GIS 기반 메타데이터를 작성하고 촬영 계획을 공유해 경관 기록에 적합한 결과물을 도출했다. 촬영 과정에서는 실시간으로 메타데이터를 검수하며 촬영 방향과 고도를 조정했고, 이를 통해 사진의 완성도를 높였다. 또한 제1·2차 기록 결과를 분석해 촬영 대상지를 우선 선정함으로써 기록의 연속성과 가시성을 강화했다. 기록 방식의 다각화를 위해 VR 촬영도 도입했다. 

시민 참여도 한층 강화됐다. 57명의 인천 경관기록 시민작가단 ‘인천 줌인(ZOOM-IN)’을 운영해 경관거점 60개소의 경관 기록을 남겼다. 인천에서 활동하는 전문 작가 2인과의 기획 촬영을 통해 섬의 일몰‧일출과 야경, 근대건축과 도시 변화, 인천 야경 10대 명소 등 다양한 시기와 공간의 인천 경관도 기록했다. 이와 함께 사진 공개 유형을 공공누리 제2유형에서 제1유형으로 확대해 누구나 자유롭게 원본을 내려받아 활용할 수 있도록 했다. 이를 통해 기록물의 접근성과 활용성도 크게 개선됐다. 도시경관 기록화 사업은 앞으로도 계속 추진되며, 인천의 변화 과정을 충실히 기록해 도시의 현재와 미래를 잇는 공공 기록 자산으로 활용해 나갈 예정이다.

인천 도시경관 아카이브의 콘텐츠는 공공저작물 자유이용허락표시기준 제1유형(일부 사진 2유형 또는 2차 기록물은 2유형)에 따라 개방돼 있으며 누구나 이용할 수 있다. 단, 사용 시에는 반드시 저작물의 출처를 구체적으로 표기해야 한다.
