Incheon City Receives Citizens’Petition for the“Song Changsik Music Street Project”
Incheon Metropolitan City announced that on October 13, it held a“Citizen Communication Meeting”at the City Hall Reception Room, where it received a citizens’petition calling for the creation of the“Song Changsik Music Street”and had a discussion with the citizens.
The“Citizen Communication Meeting”is one of the representative communication policies of the 8th popularly elected Incheon City Government, designed to directly exchange opinions with citizens.
The citizens’petition calling for the creation of the“Song Changsik Music Street”will be forwarded to the relevant departments and used for policy review. Incheon City plans to continue expanding citizen participation and reflecting diverse opinions in municipal policies.
Incheon City Wins Final Supreme Court Ruling in Seven-Year Lawsuit Over Water Facility Contribution Fees
Incheon Waterworks Headquarters announced that it has won the final appeal in a seven-year lawsuit filed against Korea Land and Housing Corporation regarding the cancellation of the“Water Facility Contribution Fee Imposition.”
This Supreme Court ruling clarified that, under the Urban Redevelopment Act, the project implementer is responsible for the cost of installing water facilities within the redevelopment area. It is expected to serve as an important precedent recognizing the legitimacy of contribution fees imposed by local governments.
The ruling reaffirmed the“beneficiary-pays principle,”which states that developers who gain profits from development should share the cost of public infrastructure. It also has great significance in that it helps local governments secure stable financial resources and strengthen the foundation for providing citizens with high-quality water services.
Incheon City Appoints New Artistic Directors for City Theatre and Youth Choir
The Incheon Cultural & Arts Center announced the appointment of new artistic directors for the Incheon City Theatre and the Incheon City Youth Choir—Director Lim Dowan and Conductor Cho Hyunkyung, respectively.
Director Lim Dowan, appointed as the 9th Artistic Director of the City Theatre, served as a professor at Seoul Institute of the Arts from 1998 until last August and currently leads the theatre group“SADARI Movement Laboratory.”
Conductor Cho Hyunkyung, appointed as the inaugural Artistic Director of the Incheon City Youth Choir, has been serving as the founding principal conductor since the choir’s establishment in 2024.
Incheon Metropolitan Office of Education Runs Short-form Media Academy for School Violence Prevention
The Incheon Metropolitan Office of Education announced that from October 13 to November 14, it will run a short-form media academy titled“Creating a Safe Classroom Together”to promote a student-led culture of school violence prevention.
This program is conducted in cooperation with the Incheon Media Center and is offered to 22 elementary school classes in the Incheon area.
Students will create their own school violence prevention messages through videos and radio content using media tools. The program encourages them to think independently about the causes of violence and possible solutions through active participation.
Incheon Disabled Housing Transition Support Center Holds 1st Anniversary Seminar for“Gonggamteo Suda”Community Space
The Incheon Disabled Housing Transition Support Center under the Incheon Social Service Agency will hold a seminar titled“Exploring the Achievements and Future Directions of Community Space Operations”on October 17 at Room 117 of Songdo Convensia in Yeonsu-gu, Incheon, to celebrate the 1st anniversary of its community space“Gonggamteo Suda.”
The center remodeled the first floor of an officetel in Sinheung-dong, Jung-gu, where supported housing for people with disabilities is located, into an open space that all residents can use.
At the seminar, participants will review the achievements from the past year and discuss the need for and future direction of community spaces that support independent living for people with disabilities. Community case studies from other regions will also be shared.
Yeonsu-gu Designates Two Honorary Roads Named After Sister Cities in the U.S. and China
Celebrating its 30th anniversary, Yeonsu-gu in Incheon City has designated two honorary road names inspired by its sister cities abroad.
One of the sister cities, Cottonwood Heights in Utah, USA, was used for the 1.3 km section of Songdo Munhwa-ro (from Yeonsu-gu 2nd District Office to the Global Campus area), now named“Cottonwood Heights-ro.”
Another section of 1.4 km along Neungheodae-ro (from Ongam Intersection to Neungheodae Park) has been named“Qinhuai-ro”to commemorate the friendship with Qinhuai District in Nanjing, China.
Incheon City Council and Dalian People’s Congress Delegation Hold Meeting to Resume Exchange
Incheon Metropolitan City Council and the delegation from the Dalian People’s Congress held a meeting to discuss resuming exchanges and strengthening friendship between the two city councils.
According to Incheon City Council on October 13, the delegation—led by Fang Jianwei, Director of the Financial and Economic Committee of the Standing Committee of the Dalian People’s Congress—visited the council and held a meeting that day.
The meeting was arranged following a request from the International Cooperation Division of Incheon City at the end of September to organize a meeting between the Chairperson of Incheon City Council and the Dalian delegation.
